<br />Page 2 <br /> <br />Street since it is a gravel road, however it will be considered when adjacent properties develop or <br />if 165th Street is improved and paved. Utilities are being stubbed to the west, but road stubs are <br />not since the property to the west will have access to Oneka Parkway and can connect to Oneka <br />Parkway when the property develops. The property to the west will have access to their property <br />from 165th Street and Oneka Parkway. <br /> <br />The other property owner that lives in Oneka Place to the south and has property on 165th Street <br />spoke about providing green space for kids to play and discussed the importance agricultural <br />land. She noted stormwater reuse in developments during a drought can the troublesome and it <br />should have a backup system to use City water. They were hoping for sewer and water on 165th <br />Street. <br /> <br />Staff stated that with the development of the Oneka Place development there was a large passive <br />park dedicated to the City that can be used by the public and provides green space in the area. <br /> <br />One Planning Commissioner stated that the developer is already providing sewer and water stubs <br />to the west and the road stubs should be the property owners responsibility when they develop. <br />They also had concerns on the extension of Oneka Parkway to 165th Street since is it gravel. They <br />stated they liked the buffer between the lot lines and the trail. They liked that the roadway <br />easement width could be evaluated as the property to the west develops. <br /> <br />Other Commissioners had general questions on road connections and trail locations. <br /> <br />The Planning Commission unanimously recommended approval of the preliminary plat and PUD <br />subject to the conditions listed in the resolutions. <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting approval of a Preliminary Plat and Planned Unit Development (PUD) <br />for a residential development. The property totals 24.23 acres. The preliminary plat includes 59 <br />single family residential lots and 7 outlots to be known as “Oneka Prairie”. <br /> <br />The PUD General Plan will be for all 24.83 acres of the property and is proposed to be rezoned <br />from Future Urban Service (FUS) to Planned Unit Development (PUD). The property includes <br />3.92 acres of wetlands for a total buildable acreage of 20.28 acres. The net density for the <br />development is 2.9 units per acre. This meets the density requirement for the land use. <br /> <br />The applicant is requesting PUD flexibility on the following: <br /> <br />• Flexibility to allow various lot sizes with a minimum lot size of 7,800 square feet, where <br />10,400 square feet is required. <br />• Flexibility to allow various lot width with a minimum lot width of 65 feet, where 80 feet is <br />required. <br />• Flexibility to allow a minimum front setback of 20 feet for a corner lot side yard, where 30 <br />feet is required.
