Page 7 Streets/Access The applicant is proposing two access locations from the south from Oneka Parkway and Fairoaks Avenue North. The applicant has also provided access to properties to the north, east, and wast of the development. Staff has been working with the applicant on a number of items regarding the construction of Oneka Parkway. The City has a 100 feet roadway easement to the west of the development on another property, for the extension of Oneka Parkway to 165th Street. The City acquired the easement with the subdivision of the property to the west in 2004 in anticipation of the extension of Oneka Parkway. The applicant is showing the extension of Oneka Parkway to extend to the north property line of the development. Outlot G shall be dedicated as right-of-way. Sidewalks and Trails The developer is proposing to continue the trail and sidewalks on Oneka Park. They are also proposing to extend the trail on the west side of Fair Oaks Avenue North and extend it to the east to connect to future trails. Sidewalks are proposed along all remaining streets. This is in keeping with the neighborhood to the south and allow for connections to future development. Drainage/Grading The stormwater on the site will be managed with onsite stormwater ponds. The ponds are properly sized to provide the required water volume. Staff will continue to work with the applicant on the technical details of the plans and modeling. Staff has provided the applicant with red-lined comments that will need to be addressed prior to issuing a stormwater permit for the for development. Water Re-use The plans include the installation of a stormwater reuse system to be utilized to irrigate individual lots. The system is feasible from a water availability and equipment standpoint and staff will finalize the technical details as the project moves forward. The system will be installed by the applicant and owned/operated/maintained by the homeowner’s association. The system will be part of the overall stormwater management improvements to be included as part of the stormwater permit. A stormwater reuse agreement between the City and the applicant shall be recorded. The agreement will include provisions that will allow the City to operate the system in the event that it is necessary to maintain compliance with the stormwater permit. The provisions will include an ability to assess any City costs associated with operation and maintenance of the system.
