<br />Council hold the public hearing and approve the application for C&J, Inc., dba Amian American <br />& Asian Bistro subject to receipt of the prorated license fee. <br /> <br />I.1 Hopkins Schoolhouse Progress Report and Request to Proceed <br /> <br />A group of interested citizens began meeting in April, 2022, to come up with a plan to save the <br />Hopkins Schoolhouse from demolition. They were given a six-month deadline by Council to <br />present a plan that would be acceptable. At Council’s November 7, 2022, meeting, City <br />Administrator Bryan Bear shared their plan with the Council that would involve conversion of <br />the structure into a heritage center and recreation hub. Bear stated the group was very organized <br />but needed a few more months to work on funding source details. The group had requested <br />approval to tarp the roof to prevent more water damage in the meantime. Council approved the <br />request to tarp the roof and an extension to the end of the year to report back to Council with <br />their plan. Members of the group will be in attendance to present their plan to Council and ask <br />for approval to proceed. <br /> <br />I.2 Oneka Commons Sketch Plan <br /> <br />Peter Stalland is requesting review and comments on a proposed sketch plan for a mixed-use <br />development with residential and commercial uses. The properties are generally located in the <br />area south of Frenchman Road/CSAH 8 and west of TH 61. In October 2022, the applicant <br />received feedback from the Planning Commission and the EDA and is proposing a new sketch <br />plan for review. At its January 12, 2023, meeting the Planning Commission reviewed the new <br />concept plan and provided comments to the applicant. They provided comments on the layout, <br />architecture, building orientation, road construction, and phasing. Staff will present the new <br />sketch plan to the City Council at the meeting. Staff recommends the City Council provide <br />unbinding informal comments to the applicant on the proposed sketch plan. <br /> <br />I.3 Discussion on North Star Wetland Bank <br /> <br />Parks Planner Shayla Denaway will give an update on the North Star Wetland Bank and next <br />steps. At the meeting of May 2, 2022, Council approved a proposal from WSB to assess the <br />vegetation and monitor the hydrology in the project area north of Lions Volunteer Park. Council <br />also approved submittal of a draft prospectus. The site evaluation was completed July- <br />October. WSB has provided a summary of their findings and are recommending that the City <br />completes the draft prospectus phase of the wetland banking application process to receive <br />comments and feedback from the Technical Evaluation Panel. Pending approval of the draft <br />prospectus, staff is recommending that Council authorize cost estimates to be prepared and that <br />an agreement with White Bear Lake Area Schools be drafted. <br /> <br />I.4 Discussion on Reorganizations of Public Works Department <br /> <br />At the City Council workshop held on July 25, 2022 the City Council and Public Works <br />Director, Scott Anderson, discussed the potential restructuring of the Public Works <br />Department. Anderson has prepared a new organizational chart that includes the creation of a <br />Public Works Supervisor position and three Lead Worker positions. Anderson will present his <br />plan for the Department to the Council and recommends Council approve the organizational <br />chart and job descriptions as drafted. <br />
