<br />6 Oneka Commons Sketch Plan 2023 <br />The area where the park is located does not look like there is much usable space. The land <br />dedication shall be usable land for the Parks Commission to give credit for park dedication. The <br />park system and dedication proposal should be further evaluated by staff and the Parks <br />Commission for the needs in the area. <br /> <br />Landscaping and Screening <br /> <br />The plan shows placement of some existing trees, particularly along the ditch to the south, and <br />some new landscaping within the gathering spaces and along the streets. The plan shows <br />landscaping within the roundabout and around the monument sign at the main entrance creating a <br />feel that you’re entering the development. <br /> <br />The ditch to the south has several mature trees along the edges. Ditches get maintained <br />periodically which includes removal trees. The applicant should install additional landscaping <br />along the south side of the property to provide screening/buffers, in case the trees are removed <br />with ditch maintenance. <br /> <br />Streets and Access <br /> <br />Generally the proposed access locations and street locations meet the intent of the <br />Comprehensive Plan. The applicant is showing a right-in/right-out access to Frenchman <br />Road/CSAH 8 that is not on Washington County’s corridor plan and would need to be approved <br />by the County. Washington County plans show future traffic signals at the prosed access points <br />along Frenchman Road/CSAH 8 at Fenway Boulevard and Oneka Parkway. Developer <br />contributions to the cost of the traffic signal will be considered with the development of the <br />property. <br /> <br />There is a roundabout show on the plans for access to the property. Generally staff is <br />comfortable with the roundabout, however the location may need to be moved further to the <br />south to provide proper separation from the full access on CSAH 8. Additionally, the plans show <br />a proposed gas station entrance that is close to the CSAH 8 access. The access location could <br />cause impacts to the future signal location and roundabout. The access should be relocated to <br />Victor Path. <br /> <br />The development of this property result in in the construction of a portion of Victor Path <br />(frontage road) and Fenway Boulevard. This would require connecting to Fenway Boulevard to <br />the south to the Bald Eagle Industrial Park and easements acquisitions will be required. <br /> <br />Although a phasing plans has not been provided, the developer has indicted that the apartments <br />would be the first phase of the development. The applicant has indicated that the access to the <br />apartments would be constructed. The roundabout should be constructed with the first phase of <br />the development. The parking for the apartments and the amenities should be constructed with <br />the first phase. It’s unclear in the plan how and when the other streets would be constructed. <br /> <br />A traffic study will likely be required for the development to determine the road phasing and <br />required traffic improvements.
