Mr. Bryan Bear <br />April 13, 2023 <br />Page 3 <br />Surveying: Surveying is required to provide a CAD drawing that shows all existing conditions, <br />elevations, and private utilities for the proposed lift station improvements. <br /> <br />Subconsultants: WSB has a long-standing relationship with Barr Engineering to provide <br />electrical services for lift stations and similar projects. We will subcontract the electrical <br />engineering design and bidding services with Barr. Barr’s proposed fees are included with this <br />proposal consisting of $10,600 for Electrical Design/Procurement and Electrical Construction <br />phase of $4,000. <br /> <br />Permitting and Approvals: We will work with the City to obtain the necessary permits for project <br />construction if needed. Permitting agencies are assumed to be limited to the Metropolitan <br />Council Environmental Services (MCES) and the Minnesota Pollution Control Agency (MPCA). <br />There is expected temporary wetland impacts as part of the project ax excavation will exceed 40- <br />ft in depth and we are adjacent to a wetland. <br /> <br />SCOPE OF SERVICES <br /> <br />The project scope and proposed work plan is based on our understanding of the project, <br />discussions with City Staff, and experience on similar projects. We are proposing in coordination <br />with Barr Engineering for the electrical design of the project. The key components are discussed <br />for clarification in the following paragraphs. <br /> <br />Task 1.0 - Design Services <br /> <br />Plans <br />Using topographic and survey information obtained by WSB, prepare base plans showing: <br />Locations and elevations of all physical features. <br />Existing right of way/easements and property lines <br />Prepare preliminary and final design plans including the following: <br />Removal plan <br />Existing utilities (electric, gas, telephone, cable TV) <br />Existing City systems (forcemain, sanitary sewer, water main, storm sewer) <br />Civil engineering plan/profile(s) – increased sewer service area calculations <br />Process plan <br />Electrical plan <br />Instrumentation and control plan <br /> <br />Specifications and Contract Documents <br />Prepare contract documents and specifications. <br />Prepare engineer’s estimate of construction costs. <br /> <br />Task 2.0 - Bidding Services <br /> <br />Bidding Administration <br />Prepare advertisement for bids and submit to required publications. <br />Answer bidder’s questions related to the lift station and issue addenda, if required. <br />Attend bid opening and tabulate results. <br />Prepare a letter of recommendation to the City. <br />Prepare notice of award and contract agreement and forward to contractor. <br /> <br /> <br /> <br />
