<br />3. Allow appropriate leaves of absence in accordance with City policies for employees <br />to participate in approved rehabilitative programs; <br /> <br />4. Conduct all phases of the program in the highest professional manner, recognizing <br />that persons who suffer from substance abuse are due the same respect and <br />confidentiality in medical treatment records handling as employees who suffer from <br />any other health condition that affects job performance; <br /> <br />5. Encourage employees who suspect that they may have a substance abuse problem, <br />even in the early stages, to voluntarily seek counseling and information on an entirely <br />confidential basis; and <br /> <br />6. Use disciplinary procedures dealing with problem employees who commit drug abuse <br />violations in the workplace, refuse assistance, or fail to show improvement in deficient <br />areas at any phase during the course of treatment. <br /> <br />7. Take appropriate personnel action or require participation in a drug-abuse assistance <br />or rehabilitation program within thirty (30) days with respect to any employee <br />convicted of any drug statute. <br /> <br />8. Additional Firefighter Provisions. The Hugo Fire Department maintains a zero- <br />tolerance policy regarding the use of alcohol and/or drugs while participating in <br />Fire Department functions including: <br /> response to fire and other emergency incidents; <br /> participation in Fire Department training activities; and <br /> participation in any other activities where the firefighter is serving as a <br />representative of the Fire Department <br /> <br />All Hugo Fire Department personnel are prohibited from consuming alcoholic <br />beverages on duty or in uniform. Personnel that are on call may not respond to a <br />call within two hours of alcoholic beverage consumption. Consumption of more <br />than two drinks in four hours shall restrict the firefighter from responding to the <br />call; two or fewer drinks in four hours and the firefighter can respond but must <br />report to the Chief or Chief Officer and will not be assigned to hazardous activities <br />like driving or entering structure fires. If a firefighter has consumed any substance <br />that may impair physical activity or mental judgement, the firefighter shall not <br />respond to an emergency incident, and shall not participate in training or any other <br />Fire Department activity. This specifically includes but is not limited to: <br /> consumption of any alcohol within an eight-hour period or is still <br />impaired by alcohol consumed overprevious to the eight hours ago; <br /> being under the influence use of any illegal drugs; or <br /> recent use of any prescription or non-prescription medication which is <br />labeled with a warning regarding drowsiness, driving, or operation of <br />machinery, unless a physician has certified that the firefighter can safely <br />and properly perform the duties of a firefighter.
