BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 17, 2023 <br />D.1 Approve Minutes for the April 3, 2023, City Council Meeting <br />D.2 Approve Minutes for the April 5, 2023, Highway 61 Visioning Open House <br />D.3 Approve Minutes for the April 6, 2023, Local Board of Appeal and Equalization <br />Staff recommends Council approve the above minutes as presented. <br />F.1 Hugo Yellow Ribbon Network – Chair Chuck Haas <br />Hugo Yellow Ribbon Network Chair Chuck Haas will provide council an update. <br />G. 1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Hiring of Public Works Seasonal Employees <br />Staff is requesting Council approval to hire seasonal employees for the Public Works <br />Department. In the 2023 General Fund Budget, Council approved funding for six seasonal <br />employee positions. There are three seasonal workers, Martin Jorgenson, Sam Nelson and <br />Madison Siebenaler, who will be returning from last year. Staff has interviewed new potential <br />hires and are recommending approval of three new seasonal employees. Seasonal Public Works <br />Employees assist with mowing, garbage/litter removal, park maintenance, boulevard <br />maintenance and general public works maintenance. The following is a list of the seasonal <br />employees that staff is recommending for hiring: Martin Jorgenson (return), Madison Siebenaler <br />(return), Sam Nelson (return), Alex Lohmann (new), Adler Siebenaler (new), William Heise <br />(new). Staff recommends Council approve the hiring of seasonal employees. <br />G.3 Approve Six-Month Extension for Administrative Intern Joe Hinzman <br />At its October 17, 2022, Council meeting, Council approved the hiring of Joe Hinzmen as the <br />new Administrative Intern with a start date of October 24, 2022. Intern positions are typically for <br />six-month. Staff recommends Council approve a six-month extension for Administrative Intern <br />Joe Hinzman until October 24, 2023, at $19.25 per hour. <br />G.4 Approve Donation for Bayport American Legion to the Hugo Fire Department <br />The Bayport American Legion is requesting to donate $5,000 to the Hugo Fire Department from <br />pull-tab proceeds for equipment and training. All donations to the Fire Department must be <br />approved by the Council. Staff recommends Council approve the donation of $5,000 to the <br />Hugo Fire Department. <br />G.5 Approve Temporary Liquor License for the Chain of Lakes Rotary for Fundraiser <br />Event on May 6, 2023 <br />The Chain of Lakes Rotary has applied for a temporary on liquor license to serve beer at their <br />fundraising event on Saturday, May 6, 2023, to be held at the Pete Pedersen Pavilion. The <br />applicant has paid the required fee and provided a certificate of insurance. Staff recommends <br />Council approve the temporary liquor license for the Chain of Lakes Rotary.
