<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MAY 1, 2023 <br /> <br />D.1 Approve Minutes for the April 17, 2023, City Council Meeting <br />D.2 Approve Minutes for the April 17, 2023, City Council Executive Session <br />D.3 Approve Minutes for the April 19, 2023 Metro Cities Annual Meeting <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />F.1 Hugo Good Neighbor Days – Lions Member Jerry Torgerson <br /> <br />The Hugo Lions Club will be holding their annual Hugo Good Neighbor Days Community <br />Festival June 8-11, 2023, at the Hanifl Fields and Shelter. This will be the second year the event <br />is held in that location. New this year is Ax throwing and a presentation from the MN Raptor <br />Center. Lions Member Jerry Torgerson will be in attendance to answer any questions the <br />Council may have and will request the Council co-sponsor the event by waiving the Special <br />Event Permit fee and providing Washington County deputies to be present during the event, as in <br />the past. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Parks Planner Shayla Denaway <br /> <br />Shayla Denaway was hired on May 11, 2009, as the Economic Development/Parks Intern. On <br />May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Community <br />Development Director Rachel Juba recommends approval of the annual performance review for <br />Parks Planner Shayla Denaway. <br /> <br />G.3 Approve Resignation of Hugo Firefighter Trevor Legros <br /> <br />Trevor Legros joined the Hugo Fire Department in November, 2016. Trevor has submitted his <br />resignation due no longer being able to fulfill the requirements of a firefighter. Staff <br />recommends Council approve the resignation of Firefighter Trevor Legros from the Hugo Fire <br />Department. <br /> <br />G.4 Approve Donation from the Hugo American Legion to the Hugo Fire Department <br /> <br />The Hugo American Legion is requesting to donate $1,000 to the Hugo Fire Department from <br />pull-tab proceeds for equipment and training. All donations to the Fire Department must be <br />approved by the Council. Staff recommends Council approve the donation of $1,000 to the <br />Hugo Fire Department. <br /> <br />G.5 Approve Special Event Permit for the MS 150 on June 11, 2023 <br /> <br />The Multiple Sclerosis Society has applied for a Special Event Permit (SEP) for their annual <br />fundraising bicycle event to be held on June 10-11, 2023, from Proctor, MN to White Bear Lake, <br />MN. On the second day of the ride, bikers will be traveling south through Hugo, primarily on the <br />Hardwood Creek Trail and Highway 61. Council must approve SEPs where there is expected to <br />be over 200 people in attendance. The MS 150 will have approximately 2,100 riders. Staff <br />recommends Council approve the SEP as described in their application in addition to conditions <br />in the SEP memo. <br />
