<br /> 14669 Fitzgerald Avenue North, Hugo, MN 55038 • (651) 762‐6300 • www.ci.hugo.mn.us <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />TO: Honorable Mayor Tom Weidt and Members of the City Council <br />FROM: Anna Wobse, Finance Director <br />SUBJECT: Authorize Use of ARPA Funds to Fund Road Maintenance Projects <br />DATE: For the City Council Meeting of May 15, 2023 <br /> <br /> <br /> <br />DESIRED COUNCIL ACTION <br /> <br />Authorize the use of American Rescue Plan Act (ARPA) Funds to fund road maintenance projects, specifically <br />expenditures related to the Birch Tree Ponds Area Street Improvement Project and additional unexpected road <br />maintenance projects that need to be completed due to the unprecedented freeze‐thaw cycle that took place Spring of <br />2023 that wreaked havoc on City roads. <br /> <br />BACKGROUND <br /> <br />At their June 21, 2021, City Council Meeting, Council approved a resolution authorizing acceptance of Coronavirus Fiscal <br />Recovery Funds that the City of Hugo was eligible to receive under the American Rescue Plan Act (ARPA). On January 6, <br />2022, the Department of Treasury released the Final Rule, which provided governments broader flexibility and <br />simplicity to maximize the impacts of their Recovery Funds. The final rule offered a standard allowance option for cities <br />to use when calculating revenue loss due to the pandemic. Recipients that selected the standard allowance would be <br />allowed to use ARPA Funds to fund general government services. General government services included any service <br />traditionally provided by a government including: road building, road maintenance, other infrastructure, general <br />government administration, staff and administrative facilities, and provision of police, fire and other public safety <br />services. On April 4, 2022, Council approved a resolution electing the standard allowance available under the revenue <br />loss provision of the Coronavirus Fiscal Recovery Fund established under the American Rescue Plan Act, allowing the <br />City of Hugo to use the full amount of Recovery Funds received for the general provision of government services and <br />also allowed for streamlined reporting requirements. The City has since received the full allocation of $1,668,411.91 of <br />ARPA Funds. <br /> <br />ARPA FUNDS SPENDING ELECTION <br /> <br />During the Goal Setting Workshop on January 23, 2023, Council had discussed and recommend using ARPA Funds to <br />fund the creation of the North Star Wetland Bank. This project is still in the early planning phases and will not see <br />construction started until 2024. Public Works Staff has recently completed a comprehensive review of the roads in the <br />City and has found that the unprecedented freeze‐thaw cycle that took place Spring of 2023 has wreaked havoc on City <br />streets. Many roads that were in acceptable condition prior to the harsh winter are now in need of repair, and because <br />of these findings staff is asking Council to reconsider using the ARPA Funds to fund infrastructure improvements <br />expenditures instead of the North Star Wetland Bank. <br /> <br />By Council electing the standard allowance option available under the revenue loss provision of the Coronavirus Fiscal <br />Recovery Fund established under the American Rescue Plan Act, the City is allowed to use ARPA Funds to cover <br />expenditures related to general government services. The Treasury expressly recognized road building and road <br />maintenance as a government service.
