Page 2 <br /> <br /> <br /> <br />The current Street CIP Fund is basically set up to fund one street reconstruction project each year. However with the <br />continuous freeze‐thaw cycle that happened under the roadways in the City, many roads are in worse condition than <br />staff would typically expect to see. Staff worked together to re‐evaluate the Street CIP and found that there are many <br />roads that are not on the upcoming CIP in worse condition than some roads currently on the CIP and found a need to <br />reorganize the order of the upcoming projects. Staff feels that there are four improvement projects that are all rated <br />about the same and should be completed over the next two years. Staff is currently working on getting dollar amounts <br />assigned to these projects. The added expenses related to the onslaught of unexpected streets that need improvement <br />means that there are more improvement projects than there are funds to cover in the Street CIP Fund. <br /> <br />Using ARPA Funds to fund the Birch Tree Ponds Area Street Improvement Project would allow remaining Street CIP <br />Funds to be freed up to be used for the additional unexpected road maintenance projects that need to be completed. <br />Adding this additional revenue would help the City to stay on top of infrastructure needs and not fall so far behind. If <br />expenses related to the Birch Tree Ponds Project do not use the full allocation of ARPA Funds, staff recommends that <br />the remaining ARPA Funds be used to partially fund the next street improvement project undertaken by the City. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the City Council approve the resolution authorizing road maintenance expenditures from the <br />American Rescue Plan Act Funds. <br /> <br />ATTACHMENTS <br /> <br />Resolution Authorizing Road Maintenance Expenditures from the American Rescue Plan Act Funds. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
