<br />I.2 Approve Plans and Spec and Authorize Advertisement for Bids for Lift Station No. 12 <br /> <br />Previously the Council had authorized staff to prepare plans and specifications for the Lift <br />Station No. 12. Lift Station No. 12 will be a new sanitary lift station located on the east side of <br />the extension of Oneka Parkway approximately 550 feet south of 165th Street. It will initially <br />serve the Oneka Prairie residential development and eventually other sanitary sewer extensions <br />to the west, north, and east. Since this is a trunk sanitary sewer lift station is it funded by the <br />City. The lift station includes buried precast concrete structures, submersible pumps, flow meter, <br />valves, piping, controls, and site work. Plans and Specifications have been prepared for Lift <br />Station No. 12 and are ready to be advertised for bidding. Staff is requesting approval of the <br />plans and specifications for the project and authorization to advertise for bids. Plans and <br />Specifications are available for review at City Hall. Consideration of awarding a construction <br />contract will occur at a future City Council meeting. Staff recommends approval of the <br />resolution approving plans and specifications and authorizing advertisement for bids for Lift <br />Station No. 12. <br /> <br />I.3 Discussion on Solar Farm Ordinance Review Committee (ORC) and Extension of Solar <br />Farm Moratorium <br /> <br />It is meeting on February 6, 2023, the City Council approved an ordinance for a six-month <br />moratorium on solar farms and directed staff to hold a workshop with the Planning Commission <br />on whether changes should be made to the ordinance. A workshop was held on March 23, 2023. <br />At its meeting on April 3, 2023, the City Council authorized the ORC to study and review the <br />solar energy systems ordinance. The ORC has been meeting for the last few months and <br />recommends changes to the ordinance. Staff recommends the City Council review the revisions, <br />provide any comments, and authorize the Planning Commission to hold a public hearing on the <br />revisions. The moratorium expires on August 6, 2023. In order to provide notice for a public <br />hearing on the ordinance revisions, staff recommends the adoption of an ordinance extending the <br />moratorium an additional six-months. <br /> <br />I.4 Approve Proposal to Develop North Star Wetland Bank Prospectus <br /> <br />At the Council meeting of May 22, 2022, authorization was given to WSB and Associates to do <br />vegetation and hydrology monitoring and prepare a draft prospectus (scope) for the North Star <br />Wetland Bank. WSB and Associates completed the evaluation and submitted a draft prospectus <br />to the Technical Evaluation Panel and Interagency Review Team. Initial comments by the TEP <br />and IRT are being addressed and WSB is recommending moving forward with preparation of the <br />prospectus (concept plan). A memo has been prepared outlining the project options, construction <br />cost estimates, and projected credit allocations. Parks Planner Shayla Denaway will provide an <br />update on the project. Staff is recommending approval of the proposal from WSB to develop the <br />North Star Wetland Bank Prospectus totaling $55,026.00. <br /> <br />J.1 Discussion on Consideration of Cannabis Businesses Moratorium <br /> <br />Recently adopted legislation created Chapter 63 which legalizes adult-use cannabis and creates a <br />statewide regulatory framework and establishes the Office of Cannabis Management. The law <br />allows for a local unit of government to adopt an interim ordinance to allow the City time to <br />consider adoption of reasonable restrictions on the operation of cannabis businesses. The interim <br />ordinance may regulate, restrict, or prohibit the operation of a cannabis business within the <br />jurisdiction or a portion thereof until January 1, 2025. Before adopting an interim ordinance, the <br />governing body must hold a public hearing. Staff recommends Council schedule a public hearing <br />to be held on July 10, 2023, to consider an interim ordinance on cannabis businesses.
