<br />G.18 Approve Final Plat and Development Agreement for Oneka Prairie <br /> <br />The applicant is requesting approval of a final plat in order to plat 59 lots on the parcel located at <br />the existing end of Oneka Parkway for the Oneka Prairie development. This development will be <br />completed in one phase. The City Council reviewed and approved the preliminary plat and PUD <br />for Oneka Prairie at its December 19, 2022, meeting. The lots meet the minimum lot standards <br />and requirements outlined in the regulations for the Oneka Prairie PUD. Staff recommends <br />approval the resolution approving the Final Plat and Development Agreement for Oneka Prairie, <br />subject to review and approval by the City Attorney. <br /> <br />G.19 Approve Wetland Replacement Plan for Goodview Estates <br /> <br />Integrity Land Development, Inc., is proposing to develop a 70-acre property located south of <br />Egg Lake Road and west of Goodview Avenue and the development is known as Goodview <br />Estates. The development will include 59 residential lots. There is .64 acres of wetland impacted <br />due to grading and street construction. The applicant is proposing to replace the impacts to the <br />wetland basin though the purchase of wetland credits from an approved wetland bank. Staff <br />recommends approval of the wetland replacement plan, subject to final Technical Evaluation <br />Panel issuance of the Notice of Decision for the wetland replacement application. <br /> <br />G.20 Approve Encroachment Agreement for 16212 Empress Avenue North <br /> <br />Benjamin and Kindra Lesnau have requested an encroachment agreement to allow construction <br />of a sport court within a drainage and utility easement on property located at 16212 Empress <br />Avenue North. The Senior Engineering Technician has reviewed the location of the sport court <br />and is comfortable with the request. Staff has reviewed the request and recommends that the City <br />Council approve the encroachment agreement for the property located at 16212 Empress Avenue <br />North <br /> <br />H.1 Vacation of Drainage and Utility Easement for Adelaide Landing - Table <br /> <br />At the request of the applicant, staff recommends Council table the public hearing scheduled for <br />this evening. Staff will re-notice the public hearing when ready. <br /> <br />I.1 Approve Plans and Spec and Authorize Advertisement for Bids for TH 61 Roundabout <br /> <br />The City has collaboratively worked with the development team for the Shores of Oneka Lake <br />regarding access to TH 61. The developer is responsible for costs associated with the <br />construction of the roundabout and have prepared plans that are currently in the final review <br />stages with the Minnesota Department of Transportation. MNDOT does not allow a developer to <br />lead a project of this nature on their highway system coupled with the successful Local <br />Partnership Program Grant the City received for this project totaling $710,000 that requires this <br />to be a City led project. The City will be required to publicly bid the project. The development <br />agreement for this project outlines cost responsibilities indicating the development is responsible <br />for all costs excluding the $710,000 grant received from MNDOT. Staff recommends approval <br />of the resolution approving plans and specifications and authorizing advertisement for bids for <br />TH 61 & 159th Street Reconstruction. <br /> <br /> <br /> <br /> <br />
