The City’s Comprehensive Sanitary Sewer Plan identifies the way in which properties are to <br />be served by sanitary sewer. A trunk sanitary sewer lift station serving this development and <br />a significant area to the north and west is identified to be constructed near the existing <br />terminus of Oneka Parkway and will be paid for and constructed by the City of Hugo. <br />Sighting of the lift station has been coordinated with the developer and the lift station will be <br />located in the NW corner of the development with access coming from Oneka Parkway. <br /> <br />8. Sanitary Sewer within Fairoaks Avenue is available to serve a small portion of the property <br />based on its current depth but, is not of sufficient depth to serve the developable area to the <br />east nor the majority of the subject property. Staff has determined that it is more effective to <br />serve the majority of the development from the lift station. Two lots at the extension of <br />Fairoaks will be served by the sewer within Fairoaks, allowing earlier building permits and <br />certificate of occupancy considering the lift station will not be operational as quickly as this <br />gravity main. <br /> <br />9. The project is not proposed to be phased. <br /> <br /> <br />Stormwater Management <br /> <br />10. The site is meeting water quality requirements through the use of onsite water reuse for <br />irrigation and a filtration basin. The basins are properly sized to provide the required water <br />quality volume and to provide enough water for the proposed irrigation system. <br /> <br />11. The site is meeting rate control requirements through the use of onsite stormwater ponds and <br />a filtration basin. <br /> <br />12. While there is not FEMA floodplain onsite, there is RCWD regulated floodplain over a portion <br />of the site. Compensatory storage calculations for all fill below the RCWD regulated <br />floodplain have been provided showing no impact on the floodplain. <br /> <br />13. The site is in compliance with the City’s freeboard requirements. <br /> <br />Wetlands <br /> <br />14. The wetland replacement plan for Oneka Prairie was approved by City Council and the <br />Notice of decision was sent on 4/27/23. The plan identified 0.498 acres of permanent <br />wetland impact which will be replaced by purchasing 0.996 acres of wetland bank credit from <br />wetland bank 1722. <br /> <br />15. Oneka Parkway Extension is a separate LGU project as the wetland impacts from extending <br />Oneka Parkway when combined with the Oneka Prairie Residential Development would have <br />resulted in over 0.5 acres of wetland impact requiring and individual permit from the US Army <br />Corps taking up to 12 months to review and issue a permit. <br /> <br />16. The Oneka Parkway Extension wetland replacement plan was approved by city council and <br />the NOD was issued on June 2. The wetland credits have been debited for this project. <br /> <br />17. A revised wetland replacement plan identifying all impacts as discussed at the 11/21/22 TEP <br />meeting needs to be submitted in a timely fashion to allow for review; no submittal has been <br />received to date. The 11/29/22 wetland impact exhibit does not include impacts for rip-rap <br />and grading within wetland D/E, outlot A in the northwest corner.
