RESOLUTION 2023-11 <br /> APPROVING FINAL PLAT AND DEVELOPMENT AGREEMENT FOR <br /> SOUTHWIND HOLDINGS,LLC, ON PROPERTY LOCATED 16345 EVERTON <br /> AVENUE NORTH FOR ONEKA PRAIRIE <br /> WHEREAS, Southwind Holdings, LLC, has requested approval of a final plat <br /> development to allow construction of 59 single family lots and 6 outlots on the 24.83 acre <br /> property legally described as follows: <br /> (See Attached) <br /> WHEREAS, the Planning Commission has reviewed the preliminary plat and PUD at a <br /> duly called Public Hearing and recommends approval, and; <br /> WHEREAS, the City Council approved the preliminary plat and PUD at its meeting on <br /> December 19, 2022. <br /> NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br /> THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br /> request by Southwind Holdings, LLC, for a final plat and development agreement, <br /> subject to the following conditions: <br /> 1. A final plat is approved to allow the creation of 59 single family home lots and 6 <br /> outlots, in accordance with the application and plans received by the City on April 27, <br /> 2023, May 3, 2023, May 17, 2023, and June 1, 2023, except as amended by this <br /> resolution. <br /> 2. The development shall substantially comply with all plans and conditions of the <br /> preliminary plat and PUD approval granted by the City Council on December 19, <br /> 2022. <br /> 3. Development standards shall comply with Resolution 2022-91 and 2022-92, as <br /> amended. <br /> 4. The developer shall comply with all conditions outlined in the City Engineer's memo <br /> dated June 8, 2023 and revisions required in "red-lined" comments from the City <br /> Engineer. <br /> 5. Oneka Parkway with sidewalk and trail, shall be constructed to the north property line <br /> and all the way to the lift station. <br /> 6. Park Dedication is to be satisfied with land dedication of Outlot C and park <br /> dedication fee of $2,686 per unit. The plans show construction of amenities in the <br /> park including a shelter, playground, and sidewalk loop in exchange for PUD <br /> flexibility. The Parks Commission shall review and approve the <br /> improvements/amenities prior to construction. <br />
