This past year has been particularly damaging to our roadways, with many road <br />conditions drastically changing for the worse, resulting in significant changes to priorities for <br />future road improvement projects. The Capital Improvement Plan (CIP) provides a schedule for <br />the various roadway improvements that are necessary to maintain the City streets in an effective <br />and efficient manner. <br /> <br />The following table summarizes the proposed 5-year Capital Improvement Plan for the City of <br />Hugo. The table identifies the roadways, recommended improvements, and estimated project <br />costs (which incorporates 2023 construction costs and include construction contingency and <br />indirect costs). The proposed Capital Improvement Plan has been reviewed and discussed with <br />the Finance Director Anna Wobse and Public Works personnel. The financial model for the <br />Capital Improvement Plan was updated for projected revenues and expenditures and the Capital <br />Improvement Plan can be funded as outlined on the following page. <br /> <br />Please note, the improvements are proposed based on visual inspection and Public Works <br />insights and maintenance records. WSB has scheduled roadway cores to determine the overall <br />condition of the pavement and underlying materials. This data will be used to confirm <br />assumptions and assist with project bidding. <br /> <br />A map illustrating the proposed 2024 – 2028 Capital Improvement Plan is attached.
