Oneka Lake <br />Boulevard <br />Road <br />Improvements <br />With the annual road <br />reconstruction project of <br />2018, consideration was <br />given to pedestrians and <br />bicyclists. A mill and <br />overlay reclamation <br />project was completed on <br />Oneka Lake Boulevard <br />and Harrow Avenue. The <br />pavement on the rural <br />roadway was widened as <br />far as allowable to create <br />a space for bikers and <br />pedestrians. <br />Alternate <br />Commission <br />Seat Added <br />An Alternate Commis- <br />sioner position was creat- <br />ed to serve on the Parks, <br />Recreation and Open <br />Space Commission. This <br />volunteer would step in <br />when there is a Commis- <br />sioner absence. The <br />Alternate will participate <br />in discussions and stay <br />informed on the work of <br />the Commission but vote <br />only in absence of a reg- <br />ularly appointed Commis- <br />sioner. Other Hugo Com- <br />missions also designated <br />Alternates. <br />Irish Avenue <br />Park <br />A planning exercise was <br />conducted to look at the <br />range of opportunities for <br />future development. <br />New Playground at Lions Park <br />Lions Park Playground <br />Replaced <br />At their meeting of May 16, the Parks Commission made the decision to replace <br />the playground at Lions Park. The previous playground had been in place for <br />nearly 20 years and was no longer fully functional. $100,000 was allocated for the <br />replacement. <br />At the meeting of June 20, the Commission heard playground design proposals <br />from four different playground vendors. Residents had been invited to the meeting <br />to share their opinions of the playground designs. Each of the designs were well <br />received and it was a difficult decision for the Commission. <br />St. Croix Recreation was selected to complete the project. The Burke Equipment <br />that was presented included a substantial structure for 2-5 year olds, unique <br />climbing nets, play house, and a large bank of swings. This is the first playground <br />in Hugo to feature a fabric sun shade. Upon resident request, the slides and plat- <br />forms were increased in height on the 5-12 year old structure. <br />Hugo Public Works made improvements to the area including a new concrete <br />playground boundary, grading/ gravel work, removal of the deteriorated park sign <br />and a damaged tree. <br />A grand opening was held on October 17 to celebrate the replacement of the play- <br />ground.
