Existing Conditions <br />3.1 Surface <br />The project area is surrounded primarily by residential properties that contain landscaping, trees, and <br />numerous other private improvements beyond the edge of the roadway and within the City right-of-way. <br />125th Street exists as 24-foot, asphalt paved, rural residential roadway (meaning no curb and gutter) and <br />Upper Heather Avenue and Heather Avenue exist as 32-foot-wide, asphalt paved with bituminous curb in <br />poor condition. <br />Both roadways are experiencing various severities of distresses including alligator, block, transverse, and <br />longitudinal cracking, along with localized drainage issues. <br />3.2 Storm Sewer <br />Stormwater is collected in existing drainage ditches along both sides of the roadway of 125th Street and <br />conveyed to ponds adjacent to the roadway. Stormwater is directed to stormwater basins on 125th Street, <br />where it will continue to flow along the road and into the spillways or catch basins along Upper Heather <br />and Heather Avenue. Due to deteriorating bituminous curb on Upper Heather Avenue and Heather <br />Avenue, stormwater runs along and within the roadway. Upper Heather features four catch basins which <br />lead to flared end sections that discharge water into stormwater basins. Heather Avenue has no catch <br />basins and all water at intersections is guided into the ditches using concrete spillways. <br />3.3 Municipal Utilities <br />3.3.1 Sanitary Sewer <br />Properties are currently served by individual, onsite septic systems. <br />3.3.2 Watermain <br />Properties are currently served by individual, on site wells.
