LEAVE BENEFITS <br /> <br />1.0 Personal Leave Time <br /> <br />Personal Leave Time is granted to all regular, full-time employees of the City to maintain <br />their physical and emotional well-being. Employees are encouraged to take Personal Leave <br />Time in the year eligible, but are authorized to carry over and accumulate Personal Leave <br />Time within the limits established in Section 3.0 <br /> <br />a. All regular, full-time employees shall be credited Personal Leave Time every two <br />weeks. <br /> <br />b. Upon hiring, an employee will be granted 40 hours Personal Leave Time. <br /> <br />c. An Employee’s anniversary date will be used to determine an employee’s duration <br />of employment. Leave will be credited according to the duration of employment on <br />the last day of the pay period as follows: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />d. No Personal Leave shall be credited to an employee for periods when the employee <br />has been on a lay-off or leave of absence without pay for a period of thirty days of <br />more. <br /> <br />e. Personal Leave, for periods of up to two weeks, may be taken with the approval of <br />the employee’s department head. Longer periods of Personal Leave require the <br />approval of the City Administrator. <br /> <br />f. All periods of Personal Leave must be approved in advance, except in emergencies <br />where the health or safety of a person is at risk. <br /> <br /> <br />2.0 Earned Sick and Safe Leave (ESST) <br /> <br />Effective January 1, 2024, Sick and Safe Time is paid leave employers must provide to <br />employees in Minnesota that can be used for certain reasons as stated in Section 2.0 (b). <br />All employees working at least 80 hours in a year are eligible. At a minimum, an <br />employee needs to be granted one hour of ESST for every 30 hours worked to a <br />maximum of 48 hours of ESST per year. For the purposes of this policy, a year is a <br />calendar year – January 1 to December 31. The hourly rate of ESST is the same hourly <br />rate an employee earns from employment with the city. <br /> <br /> <br />Duration of Employment Hours earned Annually Hours earned biweekly <br />0 - 1 year 80 3.08 after six months <br />1 years – 5 years 120 4.62 <br />Over 5 years – 16 years 184 7.08 <br />Over 16 years 200 7.70
