Memorandum of Understanding to Opt In for the Voting Operations, Technology, and Election <br />Resources Account between Washington County and (Municipality Name) <br /> <br />This memorandum is to document the agreement made between Washington County, hereinafter called <br />“County” and (Municipality), hereinafter called “Municipality” in regard to the Voting Operations, <br />Technology, & Election Resources Account, hereinafter called “VOTER account.” <br />Purpose <br />The purpose of this MOU is to establish the allocation distribution formula and clearly identify the roles <br />and responsibilities of each party as related to the VOTER account. <br />Background <br />Under Minnesota Laws 2023, Chapter 62, Article 4, section 6, the Voting Operations, Technology, and <br />Election Resources (VOTER) Account was established requiring the Office of the Secretary of State, <br />hereinafter called “OSS”, to distribute funds to each county as prescribed. Funds will be allocated to the <br />County annually by July 20 of each year until the law is amended by the legislature. <br />VOTER account funds can be used for any purpose that is directly related to election administration. <br />Minnesota Statute 5.305 includes the following categories: <br />1) equipment; 2) hardware or software; 3) cybersecurity; 4) security-related infrastructure; 5) capital <br />improvements to improve polling places for individuals with disabilities; 6) staff costs for election <br />administrators, election judges, and other election officials; 7) printing and publication; 8) postage; 9) <br />programming; 10) local match for state or federal funds; and 11) any other purpose directly related to <br />election administration. <br />Allocation <br />The Municipality will receive allocation of the VOTER account funds and agrees to the requirements as <br />defined in Minnesota Statutes section 5.305 and stated in this memorandum. <br />Allocation Distribution Formula <br />The VOTER account funds will be distributed using this formula: <br />• 50 percent to the County <br />• 25 percent to the County for administering absentee voting <br />• 25 percent to the Municipality in proportion to each municipality’s share of registered voters in <br />the county on May 1 for the most recent statewide general election. <br />Roles and Responsibilities <br />The County and Municipality agree to the following roles and responsibilities: <br />County: <br />• Segregate funds in a county election funding account. <br />• Maintain the funds in the segregated account until spent for any authorized purposes.
