<br />G.6 Approve Donation from the Hugo American Legion to the Hugo Fire Department <br /> <br />The Hugo American Legion would like to donate $1,000 to the Hugo Fire Department for <br />equipment. All donations to the Fire Department must be approved by the Council. Staff <br />recommends Council approve the $1,000 donation from the Hugo American Legion to the Hugo <br />Fire Department. <br /> <br />G.7 Approve Special Event Permit for Beatercross Snowmobile Race on Saturday, March <br />16, 2024 <br /> <br />The Hugo Knight Riders Snowmobile Club has applied for a Special Event Permit to hold <br />Beatercross on the Whitaker property located at 7195 137th street. Beater Cross is a backyard <br />snow-cross style vintage snowmobile race for sleds 2003 and older. This would be the second <br />time the event is held under a Special Event Permit. The event would take place on Saturday, <br />March 16, from 10 a.m. to 4 p.m. Entry fee would be $10, and all proceeds would go to the Hugo <br />Knight Riders Snowmobile Club. Their application includes their plans for trash disposal, porta <br />potties, insurance, EMT/EMS services, ticket taking, food and alcohol, small portable tents, and <br />signage. Parking for 350-400 cars is available on the Whitaker property. This event requires a <br />Special Event Permit approved by Council because there will be alcohol, likely over 200 people in <br />attendance, and amplified sound for snowmobile race related announcements. In the absence of <br />snow, the event will be cancelled. Staff recommends Council approve the Special Event Permit <br />for Beatercross as described in the application materials and conditions in the permit memo. <br /> <br />G.8 Approve Resolution Appointing Election Judges for the Presidential Primary Election <br />on March 5, 2024 <br /> <br />In 2024, there will be three elections held in the City of Hugo beginning with the Presidential <br />Primary Election on March 5, 2024. Voter turnout is expected to be low but a minimum of four <br />judges are required for each of the six precincts in Hugo. Staff has prepared a resolution <br />appointing judges to work the March 5th election. The Primary Election in August and the <br />General Election in November will require a great number of judges. Staff recommends Council <br />approve the resolution appointing election judges for the Presidential Primary Election to be held <br />on March 5, 2024. <br /> <br />G.9 Approve Agreement with Northeast Youth and Family Services <br /> <br />Over the past several years, the City has entered into an agreement with Northeast Youth and <br />Family Services to support programs for Hugo families related to counseling, intervention, and <br />enrichment. Through this agreement, the City sponsors NYFS by providing financial support. <br />In the 2024 budget, Council approved $ 17,073 in funding for their youth diversion services. <br />Staff recommends Council approve the agreement with Northeast Youth and Family Services. <br /> <br />G.10 Approve Pay Request No. 5 to Arnt Construction for 159th/TH61 Roundabout <br /> <br />Arnt Construction Company has submitted Pay Request No. 5 in the amount of $152,648.03 for <br />work certified through December 31, 2023, on the TH61/159th Street Roundabout Improvement <br />Project. The temporary lighting at the roundabout has been removed and the new permanent <br />lighting has been installed on the project and punch-list items will be completed in the spring. <br />Staff recommends Council approve payment to Arnt Construction Company in the amount of <br />$152,648.03.
