Motion carried. <br /> <br />Approve 2024 City Council Focus Goals and Ongoing Priorities <br /> <br />The Council held their annual Goal Setting Workshop on Monday, January 22, 2024. Council <br />reviewed and discussed goals from 2023 and the 2024 goals that were drafted by staff with input <br />from the commissions. City Administrator Bryan Bear talked about some of the proposed 2024 <br />goals that included amending the street CIP, addressing the new laws on the sale and <br />manufacturing of cannabis, reviewing ordinances on apartments and shoreland, and addressing <br />water conservation and other water related topics. Bear asked Council if they wanted to make <br />any changes to the goals as drafted, and recommended the Council approve the 2024 goals. <br /> <br />Miron made motion, Strub seconded, to approve the 2024 City Focus Goals and Ongoing <br />Priorities as presented by staff. <br /> <br />All Ayes. Motion carried. <br /> <br />Update on Bernin Property and Approval of Application for DNR Recreational Grant <br /> <br />Parks Planner Shayla Denaway explained the Bernin property at 6540 Greene Avenue was <br />purchased by the City in 2002. The Bernin’s continued to live there until they terminated the <br />lease in 2022 and sold the City an adjoining lot. A master plan was done in 2024 and redone in <br />2023. The Bernin Park Master Plan was approved by the City Council at the August 21, 2023, <br />meeting. At the same meeting, a proposal from WSB was approved to draft construction plans <br />for the park, which were currently in progress. Construction of park amenities at Bernin Park <br />would include a parking lot, combination of gravel and paved trails, fishing pier, benches, and <br />lake overlooks. These amenities would qualify for the MN DNR Outdoor Recreation Grant <br />Program. Oneka Lake park will continue to be an active park. The Shores of Oneka Lake development to <br />the north was progressing, and the trail will connect to the neighbors. <br /> <br />Denaway explained the grant pre-application was due February 29, 2024. Notification of award <br />would be at the end of Fall. Construction would start in 2025 and needed to be done by June <br />2026. The grant required a 50% match, and the maximum award was $350,000. <br /> <br />Petryk asked if the plan was to ask for the full amount available, and Denaway confirmed it was.
