14669 Fitzgerald Avenue North, Hugo, MN 55038 • (651) 762‐6300 • www.ci.hugo.mn.us <br />March 5, 2024 <br />Mr. Amit Bose, Administrator <br />Federal Railroad Administration <br />1200 New Jersey Avenue SE <br />Washington, DC 20590 <br />RE: MNNR Locomotive Emissions Reduction Project <br /> FY23/24 FRA CRISI Grant Application <br />Dear Mr. Bose, <br />At its March 4, 2024, meeting, the Hugo City Council unanimously voted in support of Minnesota <br />Commercial Railway's application for the federal funding assistance needed to replace aging '70s era <br />locomotives in its fleet by investing in the most advanced new diesel locomotives available today, with the <br />promise of significantly improving our city's air quality by reducing emissions, as well as reducing diesel <br />fuel consumption and moderating engine-related noise levels. <br />The benefits to our community and local economy of this project will not only be significant and <br />permanent but will harmonize perfectly with our own existing long-term goals for improvements in our <br />community's quality of life. <br />We urge you to approve Minnesota Commercial Railway's request and grant the 80 percent federal <br />funding needed to assure this timely and impressive project's success. <br />Sincerely, <br />Bryan J Bear <br />City Administrator <br />CC: Honorable Mayor and Council
