Council Meeting Minutes for May 1, 2023 <br />Page 3 of 7 <br />Approve Annual Performance Review for Parks Planner Shayla Denaway <br />Shayla Denaway was hired on May 11, 2009, as the Economic Development/Parks Intern. On <br />May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Adoption of the <br />Consent Agenda approved the annual performance review for Parks Planner Shayla Denaway. <br />Approve Resignation of Hugo Firefighter Trevor Legros <br />Trevor Legros joined the Hugo Fire Department in November, 2016. Trevor had submitted his <br />resignation due no longer being able to fulfill the requirements of a firefighter. Adoption of the <br />Consent Agenda approved the resignation of Firefighter Trevor Legros from the Hugo Fire <br />Department. <br />Approve Donation from the Hugo American Legion to the Hugo Fire Department <br />The Hugo American Legion had requested to donate $1,000 to the Hugo Fire Department from <br />pull-tab proceeds for equipment and training. All donations to the Fire Department needed to be <br />approved by the Council. Adoption of the Consent Agenda approved the donation of $1,000 to <br />the Hugo Fire Department. <br />Approve Special Event Permit for the MS 150 on June 11, 2023 <br />The Multiple Sclerosis Society had applied for a Special Event Permit (SEP) for their annual <br />fundraising bicycle event to be held on June 10-11, 2023, from Proctor, MN to White Bear Lake, <br />MN. On the second day of the ride, bikers would be traveling south through Hugo, primarily on <br />the Hardwood Creek Trail and Highway 61. Council approval was necessary for SEPs when <br />there was expected to be over 200 people in attendance. The MS 150 expected to have <br />approximately 2,100 riders. Adoption of the Consent Agenda approved the SEP as described in <br />their application in addition to conditions in the SEP memo. <br />Approve the Special Event Permit for Spring and Fall Outdoor Services at New Life <br />Church <br />David Streitz on behalf of New Life Church had applied for a Special Event Permit to hold <br />outdoor events on Sunday, June 11 and a Sunday in the fall (date not yet determined) on <br />their property at 6000 148th Street North. A Special Event Permit was required because they <br />would use an amplified sound system during the event. Both spring and fall events would <br />include a free outdoor service held from 9-10:30 a.m. followed by a picnic from noon-4 p.m. <br />Approximately 100 people were expected to attend. The event would include a potluck and <br />games. Amplified sound would be used for the service and possibly for games during the <br />picnic. There may also be 1-2 small canopy tents set up for the event. The fall event may <br />include a small band and hayrides around the property. Adoption of the Consent Agenda <br />approved the Special Event Permit for New Life Church for outdoor events on June 11 and a <br />Sunday in the fall to be determined. <br />Approve Special Event Permit for the Military Rodeo on August 25-26, 2023 <br />Freddie Waltz from Veterans Up North Rodeo, Inc. had applied for a Special Event Permit to <br />hold a Military Rodeo at the Dead Broke Arena, 5676 170th Street North.
