Approximately 90 military rodeo athletes and <br />1,500 - 3,000 spectators were expected to attend. This event would be held entirely on the <br />Ramberg property (Dead Broke Arena) and be a competition consisting of six rodeo events <br />taking place between 7:00 p.m. – 9 p.m. each day. There would be local vendors between 5 p.m. <br />– 9 p.m., and food and alcohol will be served. Hugo City Code required a Special Event Permit <br />approved by Council for any event that expected over 200 people in attendance, served alcohol, <br />or had amplified music or sound. Adoption of the Consent Agenda approved the Special Event <br />Permit for the Military Rodeo on August 25 and 26, 2023, as described in their application in <br />addition to conditions in the SEP memo. <br />Approve Temporary On-Sale Liquor License for the Hugo American Legion for the <br />Military Rodeo on August 25-26, 2023 <br />The Hugo American Legion had applied for a Temporary On-Sale Liquor License to serve beer <br />at the Military Rodeo at the Dead Broke Arena on August 25 and 26. The Legion had paid the <br />fee and submitted the appropriate Certificate of Insurance for the event. Adoption of the Consent <br />Agenda approved the On-Sale Liquor License for the Hugo American Legion for the Military <br />Rodeo. <br />Approve Temporary On-Sale Liquor License for the Hugo Lions Club for Good Neighbor <br />Days on June 9-11, 2023 <br />The Hugo Lions Club had applied for a Temporary On-Sale Liquor License to serve alcohol at <br />the Hugo Good Neighbor Days on June 9-11, 2023. The Lion Club had paid the fee and <br />submitted the appropriate Certificate of Insurance for the event. Adoption of the Consent <br />Agenda approved the On-Sale Liquor License for the Hugo Lions for Good Neighbor Days. <br />Approve Amendments to Solid Waste Ordinance Limiting Licensed Refuse Haulers <br />Hugo City Code allowed for seven licensed refuse haulers, and up until this year, all seven <br />licenses had been issued. Waste Management purchased SRC, dba Forest Lake Sanitation at the <br />end of last year, so SRC did not reapply for a 2023 license. This reduced the number of licenses <br />issued to six. In the past, the City Council had expressed interest in reducing the wear on public <br />infrastructure caused by multiple garbage trucks traveling on the same streets. Staff felt it was <br />an appropriate time through attrition to reduce the number of licenses issues to three. If a <br />currently issued license was not renewed or is revoked, a new license would not be issued unless <br />there were no more than two licenses in effect at such time a new license was applied for. <br />Adoption of the Consent Agenda approved the ordinance amending the Solid Waste Ordinance <br />to reduce the number of hauler licenses issued by the City to three. <br />Approve Water Reuse Agreement and Public Drainage and Utility Easement Agreement <br />for Hugo Gardens <br />The City of Hugo had successfully built the water reuse infrastructure as part of the CSAH 8 <br />water reuse project that also brought stormwater for irrigation purposes to Hugo Gardens, <br />Keystone Place, Lions Park, City Hall and portions of 147th Street. The Hugo Gardens <br />development needed to construct a portion of the trunk water reuse line outside of the public <br />drainage and utility easements identified in the final plat. Adoption of the Consent Agenda <br />approved the drainage and utility easement to reflect the actual location of the pipe. Adoption of
