Council Meeting Minutes for June 12, 2023 <br />Page 11 of 12 <br />registration fees are scripted in the statute. The City would receive a fraction of the cannabis tax <br />from retailers to be used to pay for compliance and testing. Roles of the City would be to <br />confirm they are compliant with the City’s zoning rules, register businesses, and do compliance <br />checks. <br />Klein ask if the cannabis licensing would mirror liquor licensing. Bear replied that it was a new <br />regulatory program that would be handled by the Office of Management Cannabis. If the City <br />had adopted regulations on low potency products, those rules would be replaced by state <br />licensing, however the City did not have those regulations in place. <br />Miron recalled that when the City voted on the moratorium in the first place, part of the rationale <br />was to wait for the state to comprehensively figure it out. He said it would be premature to allow <br />something now and felt it made sense to extend the moratorium. Bear explained the current <br />moratorium ended in August, and this would be a new moratorium. Staff would be working on <br />the language for the moratorium. <br />Petryk made motion, Miron seconded, to authorize a public hearing at the next Council meeting <br />to discuss the consideration of a cannabis business moratorium. <br />All Ayes. Motion carried. <br />Schedule Premier Bank Groundbreaking Ceremony on Tuesday, June 13, 2023 <br />The Council had been invited to attend the Groundbreaking Ceremony for Premier Bank at 5616 <br />147th Street North on Tuesday, June 13, 2023, at 11 a.m. To meet notice requirements, staff had <br />posted this as a possible quorum of the Council and recommend Council schedule this as a <br />meeting if they wished to attend. <br />Miron made motion, Klein seconded, to schedule a meeting to attend the Premier Bank <br />Groundbreaking Ceremony on Tuesday, June 13, 2023. <br />All Ayes. Motion carried. <br />Schedule Torch Run Final Leg for Special Olympics on Friday, June 23, 2023 <br />Council had been invited by Katye Barton to be present at the Torch Run on June 23, 2023. The <br />Law Enforcement Torchlight Run for Special Olympics carries the “Flame of Hope” from <br />Canada to the Twin Cities. The final leg would take place the week of June 16 and was expected <br />to be in Hugo via the Hardwood Creek Trail at approximately 11:15 a.m. on Friday, June 23. <br />Staff recommended Council schedule this as a meeting if they wished to attend. <br />Strub made motion, Klein seconded, to schedule a meeting to attend the Torch Run on June 23, <br />2023. <br />All Ayes. Motion carried.
