<br />Minutes for the Planning Commission Meeting of Thursday, July 14, 2022 <br /> <br />Chair Kleissler called the meeting to order at 7:00 pm. <br /> <br />PRESENT: Arcand, Derr, Kleissler, Petty, Lessard <br /> <br />STAFF: Rachel Juba, Community Development Director <br /> Shayla Denaway, Parks Planner <br /> <br />Pledge of Allegiance. <br /> <br />Approval of Minutes for the Planning Commission Meeting of May 26, 2022 <br /> <br />Commissioner Petty made a motion, seconded by Commissioner Arcand to approve minutes for the <br />meeting of May 26, 2022. <br /> <br />Ayes: Arcand, Derr, Kleissler, Petty <br />Abstain: Lessard <br /> <br />Motion carried. <br /> <br />Public Hearing: Integrity Land Development, Inc. Preliminary Plat for a residential development to be <br />known as “Goodview Estates” for property located at 13452 Goodview Avenue North <br /> <br />Staff provided a background on the request submitted by Integrity Land Development for preliminary <br />plat approval for 58 lots and 2 lots on approximately 70 acres with 36.7 buildable acres. The outlots <br />within the plat contain stormwater ponds and wetlands. The net density of the project is 1.6 units per <br />acre. Road connections will be made to the stub streets to the north, Goodview Avenue, and <br />connection to the south for future development. The proposed single family lots comply with the <br />Single Family Detached Residential (R-3) zoning district ordinance standards. This includes the 10,400 <br />square foot lot size and 80 foot lot width minimums. The density, setbacks, building height, and <br />landscaping requirements are also met. The lighting plan has not been submitted but staff will <br />continue to work with the applicant. <br /> <br />Access will occur from Goodview Avenue and two stub streets located off of 135th in Birch Tree Ponds. <br />The applicant has provided right-of-way along Goodview Avenue and trail easement to accommodate a <br />future trail along the west side of Goodview Avenue, consistent with the Comprehensive Plan. The <br />applicant will also pay escro to cover the future costs of the trail and conversion of Goodview Avenue <br />to an urban section along their property. <br /> <br />The applicant is proposed to pay the park dedicate fee for the development. The park dedication fee is <br />$3,400 per lot for a total of $197,200.00. The fee will be paid as part of the development agreement <br />with the final plat. The developer is also planning to construct a gravel trail with asphalt entrys <br />meandering through the development.
