The Technical and Evaluation Panel will be <br />issuing a notice of decision on the drainage and grading plans. Watermain and sanitary sewer is <br />proposed to be extended south from Birch Tree Ponds. <br /> <br />Staff found that the development was consistent with comprehensive land use regulations, the <br />subdivision regulations, and met the criteria necessary to approve a rezoning of the property. Staff <br />recommended the Planning Commission open the public hearing and hear public comment. Staff <br />recommended approval of the rezoning and preliminary plat, subject to the findings in the resolution. <br /> <br />Commissioner Arcand asked about Goodview Avenue and the escrow. Juba explained that the escrow <br />would be collected that would pay for a future upgrade including curb and gutter and a trail by the <br />linear foot. <br /> <br />Chair Kleissler Chair Kleissler invited the applicant to address the Commission. <br /> <br />Todd Ganz, President of Integrity Land Development, introduced himself and asked for questions. <br /> <br />Commissioner Arcand asked if the development was separated due to wetlands. Ganz explained that <br />the TEP looked at an east west connect and recommended not follow the old road bed but keep it as a <br />wetland. <br /> <br />Commissioner Arcand asked about the three ponds and if all of those ponds would be used for <br />irrigation. Ganz stated that two of the ponds are, the west pond and east pond, and that the north <br />pond is just a catch storm pond. Ganz shared that he hoped to stock the ponds for fishing. He also <br />shared information about the soil borings. He estimated that the land will be raised on the west side <br />10 feet and 6 feet on the east side to make the sewer connections work. <br /> <br />Juba clarified that the outlot with the trail on it will be city-owned. <br /> <br />Commissioner Petty asked if the homes will be walk-out villas and what the builders will be. Ganz <br />stated that he has two builders now that are looking to do full walk-outs with different homes. He <br />talked about establishing rules with the builders for homes. <br /> <br />Commissioner Arcand asked if the price point of the homes is known at this time. Ganz shared that the <br />average home price will be $750,000, made comparisons to Adelaide Landing, and stated that the <br />homes will be in the Mahtomedi School District. <br /> <br />Chair Kleissler opened the public hearing at 7:22pm. <br /> <br />Dan Sittler, 6110 135th Street, asked three questions. One was about the one exit onto 135th street for <br />the new homes on the west side of the development. He was concerned about everyone funneling <br />through the neighborhood. His second concern was about construction traffic, based on experience <br />with Adelaide Landing. Hi third concern was that 135th street was built 30 years ago and is in marginal <br />shape and will need to be fixed after construction.
