<br />Page 8 <br /> <br />AA and Street A. The trees and landscaping proposed to be installed with the development is <br />524, which exceeds the ordinance standards. Based on the review, staff recommends the <br />following revisions to the landscape plan. <br /> <br />• Provide a landscape buffer from commercially zone property to the west. <br />• Provide a landscape plan for the roundabout, including irrigation. <br />• Provide additional landscaping at key locations and focal points in the development. <br />• Provide details for any monument signage and landscaping. <br /> <br />The applicant is proposing to preserve some significant stands of trees that are currently on the <br />property. The applicant intentionally planned the development layout and location of the outlot in <br />order to preserve these trees. It’s in staffs opinion that the applicant can easily revise the <br />landscape plan to meet the recommendations, and is comfortable with having conditions listed in <br />the resolution to revise the plan. <br /> <br />Lighting <br /> <br />The applicant has provided a lighting plan. The applicant is proposing typical street lighting <br />within the development, that meets the ordinance standard. The applicant has indicated that they <br />will be installing a decorative lamp style light throughout the development. <br /> <br />Streets/Access <br /> <br />Access will occur from 159th Street and Highway 61 to the west as well as from the existing <br />street stubs of Goodview Avenue and Goodview Trail from the Oneka Ponds development to the <br />south. The applicant has been working with MnDOT on the intersection improvement to 159th <br />Street and Highway 61 and it is proposed to be a roundabout. MnDOT has reviewed the <br />preliminary layout and is encouraged to see an intersection improvement in this location. A <br />MnDOT permit for the construction of the roundabout is required prior to construction. The <br />developer is responsible for the construction cost of the roundabout with the development. The <br />construction of the roundabout is part of the first phase of the development and will be required <br />to be completed and functioning prior to a issuance of a building permit for the second phase of <br />the development. The developer cost responsibilities will be identified and included in the <br />development agreement for the first phase of the project. <br /> <br />There is a ditch crossing that is required for the extension of Street A. While the full design of <br />the crossing has not been submitted, staff will continue to work with the applicant on the design. <br />A permit from Rice Creek Watershed will be required prior to construction. <br /> <br />The applicant shall provide a utility stub and access point from Street AA/159th Street to serve <br />several lots that are east of Highway 61, west of the development, in the future. Right-of-way <br />shall be dedicated with the first phase of development. <br />
