<br />Page 9 <br /> <br />Staff is be working with the developer and MnDOT to develop a construction access from <br />Highway 61 at 159th Street or more north, to minimize traffic and roadway impact to Goodview <br />Avenue and Goodview trail. <br /> <br />Staff is comfortable with the new road design as proposed in the plan. <br /> <br />Park Dedication <br /> <br />The developer is required to dedicate land, pay a fee, or a combination of land and fee to satisfy <br />park dedication per Sec. 90-324 of the City Code. The applicant is required to dedicate 10% of <br />the developable acres for park land with a density of 0-3.99 units per acre units per acre. The <br />developer has indicated that there are 96 acres of buildable land in the development. Therefore, <br />the developer is required to dedicate 9.6 acres of park land. The current park dedication fee is <br />$3,400 per unit. The land proposed to be dedicated is the upland areas of Outlot G along <br />Oneka Lake. The proposed land dedication of 3.89 acres satisfies 40.5% of the requirement. The <br />remaining would be satisfied with payment of 59.5% of the fee ($3,400 per unit) which totals <br />$441,014 with 218 units. The developer is also asking for credit for the cost of park amenities <br />and construction of the trail. The developer has indicated that the trail and boardwalk adjacent to <br />the lake is estimated to cost $148,500. It is not within the Park Dedication Policy to give credit <br />for costs incurred by the developer for construction of trails or parks. <br /> <br />This development is in Neighborhood Park Service Area 10 which is served by Oneka Lake Park, <br />the future park currently occupied by the Bernin family and the public boat launch on Oneka <br />Lake. Oneka Lake Park and the Bernin property are immediately south of the neighborhood. <br />The proposed park dedication would expand the city park properties and provide opportunities <br />for a more expansive open space and trail network. The Parks Commission anticipates additional <br />planning of the park properties as this property develops. <br /> <br />At its April 20, 2022 meeting the Parks Commission considered the request. They agreed that <br />giving credit for construction costs was not in the Park Dedication Policy and since they did not <br />know what specific amenities would be installed they could not give the credit. They stated they <br />would like to see what amenities would be installed within the access points to the trail along the
