The applicant is required to dedicate 10% of
the developable acres for park land with a density of 0-3.99 units per acre units per acre. The
developer has indicated that there are 96 acres of buildable land in the development. Therefore,
the developer is required to dedicate 9.6 acres of park land. The current park dedication fee is
$3,400 per unit. With 218 units the park dedication fee would be $741,200.
Park
Dedication Required Proposed
Calculations Land OR Fee
Land 10% of the developable acres 9.6 acres 3.89 acres and
Fee $3,400 per unit $741,200 $441,014
The developer is proposing to dedicate a combination of land and fee to satisfy the park
dedication requirements. The land proposed to be dedicated is the upland areas of Outlot G along
Oneka Lake. The proposed land dedication of 3.89 acres satisfies 40.5% of the requirement. The
remaining would be satisfied with payment of 59.5% of the fee ($3,400 per unit)which totals
$441,014 with 218 units. The developer is also asking for credit for the cost of park amenities
and construction of the trail. The developer has indicated that the trail and boardwalk adjacent to
the lake is estimated to cost$148,500. It is not within the Park Dedication Policy to give credit
for costs incurred by the developer for construction of trails or parks.
This development is in Neighborhood Park Service Area 10 which is served by Oneka Lake Park,
the future park currently occupied by the Bernin family and the public boat launch on Oneka
Lake. Oneka Lake Park and the Bernin property are immediately south of the neighborhood.
The proposed park dedication would expand the city park properties and provide opportunities
for a more expansive open space and trail network. The Parks Commission anticipates additional
planning of the park properties as this property develops.
At its April 20, 2022 meeting the Parks Commission considered the request. They stated they
would like to see what amenities would be installed within the access points to the trail along the
