The applicant will need to provide an entrance and utility stubs extending south from Street <br />AA/ 159th Street for an access road on the west side of the development to serve several lots <br />on the east side of Highway 61/Forest Boulevard in the future. <br />11. Applicant will need to coordinate with and get agreements for all encroachments and work <br />within the large Xcel Energy easement through the site <br /> <br />Stormwater Management/Wetlands <br /> <br />12. The site is proposing water quality requirements primarily through water reuse for onsite <br />irrigation. The remaining water quality required will be provided by the stormwater ponds <br />onsite. <br />13. The site is meeting rate control requirements through the stormwater ponds onsite. <br />14. Additional permitting with both RCWD and DNR Floodplain/FEMA will be required for the <br />culvert crossing in the ditch. <br />a. While it is not a public ditch, the private ditch is considered a Regional Conveyance <br />System under RCWD’s definitions and will requires a Rule G permit administered by <br />RCWD. <br />b. Proposed fill within the floodplain requires additional permitting with the DNR <br />Floodplain/FEMA. <br />15. While the information previously reviewed confirms the viability of the stormwater reuse <br />system, additional detail on the irrigation system is needed for review. Details on where the <br />pump will be placed, where the intake pipe will be laid and at what elevation, in addition to the <br />location of the main line for irrigation should all be provided as the project moves forward. <br />16. Additional detailed redline drainage comments have been provided to the applicant and will <br />need to be addressed prior to the issuance of the stormwater permit. <br />17. The boundary for the wetland, that is part of Outlot E adjacent to lots 6 and 7, does not <br />appear to be represented correctly based on the approved wetland boundary. <br />18. Applicant to clarify whether proposing a boardwalk to cross the wetland in outlot E in the <br />northeast portion of the project area. <br />19. Applicant to clarify how is they are proposing to construct the north-south trail corridor <br />20. The applicant will need to address potential draining of wetland adjacent to the deep <br />stormwater ponds. <br />21. The applicant will need to confirm that these wetlands are not US army corps jurisdictional. <br />22. Based on the proposed plans, the applicant will need to seek approval for sequencing, <br />sequencing flexibility (if they can't meet sequencing), and wetland replacement. <br />23.
