DESCRIPTION OF REQUEST: <br /> The applicant is requesting approval of a lot split to create two lots out of a 1.23 acre lot. The <br /> proposed lots are 0.73 acres and 0.50 acres. <br /> 2. CONTEXT: <br /> A. Surrounding Land Use and Zoning <br /> The properties to the west, south, and east are zoned as R-3 and guided as Low Density <br /> Residential in the 2040 Land Use Plan. The property to the north is zoned Central Business <br /> District(C-1) and guided at Mixed Use. The existing property was platted with the Oneka Estates <br /> residential development. <br /> B. Natural Characteristics of Site <br /> The property is generally flat and does not contain any wetlands. <br /> 3. ANALYSIS: <br /> A. Level of City Discretion in Decision-Making <br /> The City has limited discretion in approving or denying a minor subdivision or lot split <br /> application.
