Liberty Classical Academy Site Plan <br /> Page 2 <br /> B. Natural Characteristics of Site <br /> The site is 8.97 acres and consists of the existing elementary school and associated fields and <br /> parking. The property does not have wetlands on site. <br /> 4. ANALYSIS: <br /> A. Level of City Discretion in Decision-Making <br /> The City's discretion in approving or denying a site plan is limited to whether or not the <br /> proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br /> it meets these standards, the City must then approve the site plan. <br /> B. Consistency with Ordinance Standards <br /> Site Plan <br /> Elementary School <br /> The site consists of the elementary school and community gymnasium and is approximately <br /> 33,000 square feet. The applicant is proposing an approximately 1,800 square foot addition to <br /> create a canopy at the main entrance. There will also be an addition to the existing parking lot on <br /> the east side of the building. The additional parking allowed for better circulation for drop-off <br /> and pick-up. The school does not have busing, it is all parent drop-off and pick-up. The applicant <br /> is also planning on interior renovation of the school. <br /> Setbacks <br /> All setback requirements have been met with this application. <br /> Streets and Access <br /> The existing site has access from 122"d/CR 7. The site has sufficient access and the proposed <br /> additions does not require additional access. <br /> MnDOT did review the plans and provided a comment letter dated May 4, 2022. They stated an <br /> access permit is not required at this time since they are not proposed new access point and the <br /> use is remaining a school. They did have some recommendations if the site expands and traffic <br /> increases. <br /> Parking <br /> The existing site has one parking lot totaling 38 parking spaces and the applicant is proposing an <br /> additional 30 parking spaces, totaling 68 parking spaces and meeting the ordinance requirements. <br /> Staff is comfortable with this proposal. <br />
