SOUITHWIND HOLDINGS LLC <br /> 5615 1501h St N #192 <br /> Hugo, MN 55038 <br /> May 19, 2022 <br /> Rachel Juba <br /> Community Development Director <br /> City of Hugo <br /> Re: 16345 Everton Ave. N.also known as Oneka Prairie, Hugo, MN <br /> Dear Rachel, in reviewing the sections regarding Planned Unit Developments as written, I would like to <br /> use this letter as our way of introduction to the City for this development and to show that our <br /> expectations match that of the City. Based on the 7 subsection items as listed in the PUD criteria we are <br /> answering them as follows; <br /> Oneka Prairie PUD Purpose and Intent: <br /> (1)The proposed 25-acre development, located at 16345 Everton Ave N, referred to as Oneka Prairie, is <br /> a continuation of the mixed housing development to the south, known as Oneka Place. Oneka Prairie <br /> protects, preserves and enhances the existing onsite wetlands and open spaces. With these new <br /> homesites and streetscape; it is in keeping with the scale, character and general height of the existing <br /> neighborhood. Oneka Prairie will expand the supply of housing in the City of Hugo. <br /> (2) The preliminary plan for Oneka Prairie will provide 60 buildable lots; with a mixture of sizes to allow <br /> flexibility in the individual home designs. The smallest lot width will be 65 feet and the largest will be 88 <br /> feet. The side yard setbacks will be 7.5 feet from each property line. The front and rear setbacks will be <br /> 30 feet at the minimum. All of the lots will have lower levels and will be walkout or look out style. <br /> (3)The site plan design consists of gentle winding streets, a generous cul-de-sac, varied lot sizes as <br /> noted in the paragraph above. Great care has been taken in this design to avoid impacting existing <br /> wetland areas. Additionally based on our refined wetland delineation we are able to enhance some of the <br /> wetland areas to create storm water ponding that will be used to supply the individual homes exterior <br /> watering needs. By doing this our neighborhood, will lessen the burden on the domestic ground water <br /> aquifers that serve the City and the surrounding communities. Each homesite will be assessed a small <br /> annual fee to support this aspect and keep it viable. <br /> (4) The goal of our plan is to provide a development with expanded and varying single family lot sizes, <br /> aesthetic visual interest, along with balancing the feasibility of the project. <br /> (5) To enhance our neighborhood, and based on some future feasibility discussions with staff, we feel <br /> that a small neighborhood pocket park would add to the ambience of this community. We have identified <br /> out lot G located in the center of the neighborhood as an ideal location. This location will make it easily <br /> accessible to all of the new residents. <br /> (6) In order to facilitate the ease of traffic flow in the area our plan shows a continuation of the existing <br /> surface streets from the south as traditional access points. Additionally, we will provide future access to <br /> the north and east when those areas develop in the future. <br /> (7)The Oneka Preserve neighborhood is designed to be compatible with other neighborhoods in the City. <br /> Our goal is to follow and provide a consistent land use that will compliment what is already in place in the <br /> surrounding neighborhoods. <br />
