The drive-through lane is placed in an area that would reduce the <br />effects on adjacent residential properties, therefore keeping with the spirit and intense of <br />the ordinance. <br /> <br />(3) The proposed use is compatible with the City’s Comprehensive Plan and the <br />character of the surrounding area. <br /> <br />The property is zoned Future Central Business (FCB) and is guided as Mixed -Use (MIX) <br />land use in the comprehensive plan. The zoning district and land use anticipates <br />commercial uses in this area. The surrounding properties are zoned FCB or commercial. <br />The other corners of Highway 61 and 147th Street are occupied by commercial uses. The <br />proposed use is compatible with the City’s comprehensive plan and the character of the <br />surrounding area. <br /> <br />(4) The proposed use has adequate drainage, water supply, electrical, gas, and sewage <br />treatment facilities. <br /> <br />The proposed use has adequate drainage, water supply, and utilities. <br /> <br />(5) The proposed use has adequate road access. <br /> <br />The property has adequate road access from Flay Avenue North. <br /> <br />(6) Technical Evaluation of Floodplain. <br /> <br />The applicant is not proposing to impact any floodplain. <br /> <br />(7) The proposed use should not increase the potential for flood damage. <br /> <br />The proposed use would not obstruct the floodplain or increase the potential for flooding. <br /> <br />(8) The proposed use will not damage or reduce the benefits the public receives from <br />public waters. <br /> <br />The proposed use would not damage or reduce the benefits from any public waters. <br /> <br />(9) The use of watercraft on public waters. <br /> <br />The proposed use would not involve the use of watercraft on public waters. <br /> <br />(10) All structures shall be screened from view of public waters. <br /> <br />The proposed use is not visible from public waters. <br /> <br />(11) Wetland impacts. <br /> <br />The proposed use does not adversely impact any wetlands. <br />
