In particular, we <br />have reviewed the following plans related to this particular request: <br /> <br />• Civil Plan Set (PREMIER BANK - HUGO MN.pdf) dated 9/9/22 by Kimley-Horn <br />• Stormwater Report (Premier Bank Stormwater Report.pdf) dated 8/4/22 by Kimley-Horn <br />• Geotechnical Report (Element Final Geotechnical Report - Bank Building Hugo MN.pdf) <br />dated 8/3/22 by Element <br />• Architectural Plans (Premier Bank Hugo Arch Drawings and Renderings_Reduced.pdf) <br />dated 8/3/22 by 10K Architecture <br /> <br />Based on the review of the above documents, we offer the following comments related to this <br />application: <br /> <br />Grading, Street, and Utility Plans <br /> <br />1. The site is proposed to have a single access coming from Flay Avenue. Access from 147th <br />Street had been evaluated, however from a traffic engineering standpoint, access from Flay <br />Avenue is much safer. <br />2. Water service to the site will be achieved with connecting a new 6” service to the existing 6” <br />CIP watermain in Flay Avenue towards the northern end of the site. The watermain is <br />located to the east of the road and should allow for connection without disrupting the road. <br />The existing water service for the house will be removed and/or abandoned at the City’s <br />direction. <br />3. Sanitary sewer service to the site is proposed by connecting to an existing sanitary sewer <br />stub coming from a manhole in Flay Avenue. The existing sewer service for the house will be <br />removed and/or abandoned at the City’s direction. <br />4. Two rows of parking (21 spaces: 19 general with 2 handicap) are provided along and across <br />from the western side of the building along Flay Avenue. A drive through lane with cuing are <br />available on the east and south sides of the building. <br />5. Detailed redline comments have been provided on the plans and sent to the applicants <br />engineer so they can be addressed in future submittals. <br />
