Ms. Rachel Juba
September 15, 2022
Page 2

Stormwater Management

6. The site is proposing to meet water quality and rate control stormwater management
requirements with an underground infiltration chamber adjacent to the proposed building prior
to connecting into the existing storm sewer along 147th Street North. Additional information is
needed to confirm water quality requirements are being met (see additional comments
below). The site is not currently shown to be meeting the City’s 0.1 cfs/ac rate control
restriction for the 100-year storm event. Modifications to the underground infiltration chamber
may be required.
7. The site is located within an Emergency Response Area and a moderate vulnerability
Drinking Water Supply Management Area which requires a higher level of engineering review
be provided in order to allow for infiltration to confirm infiltration onsite won’t cause adverse
impacts to groundwater or drinking water supplies. The applicant will be providing this
information, however the type of use is not one that would generally create pollution
concerns.
8. It is unclear if the storm sewer structure in the southeast corner of the site is on or within the
Regional Rail Authority’s Right of Way (RRA ROW). If the structure is on or within the RRA
ROW, a Regional Rail permit will be required.
9. The site is shown to be meeting all freeboard requirements.
10. Stormwater plan and model comments have been provided to applicant and will need to be
addressed in future submittals for documentation and permitting purposes.

Wetland

11. There are no wetland impacts associated with the proposed improvements.

Thank you for the opportunity to provide comments on this project. Additional comments may be
necessary following the review of the responses to these. If you have any questions, please do
not hesitate to contact me at 651-286-8463.

Sincerely,

WSB

Mark Erichson, PE
City Engineer

cc: Scott Anderson, Public Works Director (email only)
Liz Finnegan, Senior Engineering Technician (email only)
