Hugo Estates Apartments and Manufactured Home Community Expansion <br /> Page 11 <br /> Landscaping <br /> Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments. <br /> The site plan includes tree and shrub locations and species. <br /> In order to meet the landscape requirements, 54 overstory deciduous trees, 54 coniferous trees, <br /> 54 ornamental trees, and 101 shrubs are required to be installed. The developer is proposing 39 <br /> overstory deciduous trees, 54 coniferous trees, 21 ornamental trees, and 155 shrubs. The <br /> developer is asking for credit for overstory shade trees in the amount of 15 for existing trees on <br /> site, which is allowed by ordinance. The number of trees and shrubs meet intent the landscape <br /> ordinance. <br /> Although the landscape plan meets the ordinance in regards to counts, the developer shall revise <br /> the landscape plan to comply with the following: <br /> 1. The landscape plan shall be revised for review and approval by staff to include the <br /> following: <br /> a. Stagger the evergreen trees along Highway 61. <br /> b. Include landscaping behind the garages for the apartments. <br /> c. Screen the trash enclosure on all sides with evergreens. <br /> d. Relocate any landscaping on slopes or drainage swales. <br /> e. Landscaping shall be added to screen any ground mounted mechanical equipment. <br /> f. The developer shall provide staff with planting details for landscaping proposed on <br /> the slopes of the property. <br /> Staff will continue to work with the developer on revisions to the landscape plan. <br /> The developer is proposing the ground cover to be seeded with grass and the property will be <br /> irrigated. <br /> Lighting <br /> The ordinance requires lighting to consist of cut-off fixtures. Light cast on adjacent property and <br /> roads is not to exceed '/2 foot candle measured at the property line or I foot candle measured at <br /> the street's centerline. There are areas of the lighting plan that do not meet the ordinance <br /> standard, but can easily be revised. The applicant shall revise the lighting plan for review and <br /> approval by City staff. <br /> The developer is proposing pole mounted cut-off light fixtures within the parking lot area. The <br /> developer is also proposing wall mounted downcast cut-off light fixtures on the building. The <br /> developer has provided examples of cut sheet for the lights. Shields will be required on the <br /> proposed lights to reduce glare. Prior to the installation, the pole and wall mounted fixtures will <br /> need to be reviewed and approved by staff. <br /> The applicant has provided cut-sheets for the wall lighting. Staff recommends adding decorative <br /> lighting to the walls of the building. <br />
