Hugo Estates Apartments and Manufactured Home Community Expansion <br />Page 12 <br />Fencing and Screening <br /> <br />The developer is not proposing any fencing at this time. If fencing is proposed in the future, the <br />location and type shall be reviewed and approved by staff. <br /> <br />The developer is not showing the location of any roof top mechanical equipment. The applicant <br />is has now shown where ground mounted equipment would be on the property. Landscaping <br />shall be added to those areas to screen the equipment. <br /> <br />Streets and Access <br /> <br />The development as adequate access from Highway 61. Staff received comments from MnDOT <br />and the application will be required to comply with the letter, get all permits required from <br />MnDOT, and will be responsible for the full cost of the infrastructure improvements needed to <br />serve the property. The applicant has submitted a response letter to the MnDOT letter. Staff will <br />work with the applicant and MnDOT as the project moves forward. <br /> <br />Additional right-of-way shall be dedicated for the future expansion of Highway 61. Staff will <br />work with the applicant on the dimension and easement documents. <br /> <br />Trails/Sidewalks <br /> <br />The Existing and Proposed Trails Map does not show a trail in the area. <br /> <br />The developer has shared an interest in working with the Hugo Good Neighbors Food Shelf, <br />located northeast of the proposed apartments, to provide a pedestrian route to Francesca Avenue <br />North and 152nd Street. There is a controlled intersection at 152nd Street N and Highway 61. On <br />the west side of Highway 61 is North Star Elementary and the Hardwood Creek Regional Trail. <br /> <br />With the approval of Oneka Lake Reserve, a sidewalk was proposed on the north side of 150th <br />Street which would connect to the south east corner of the Hugo Estates Community. <br />Building Architecture <br /> <br />In 2005, the City Council adopted the Multi-Family Design Guidelines and the developer has <br />provided building elevations and a building rendering for review. <br /> <br />The majority of the building will include steel siding, with accents cast stone along the bottom, at <br />the main entrance, and building corners. There seems to be is a good color variation in the <br />design. Staff will continue to work with the developer on the building material colors. There will <br />be a stone sill along the top of the stone as the material transitions to cement board siding. The <br />windows and doors will include a white color frame around the edges. The architecture includes <br />a pitched roof with asphalt shingles. <br /> <br />The building has horizontal and vertical projections, which are encouraged by the Multi-Family <br />Design Guidelines. The sides of the building are broken up by the projections, windows, and <br />color variation. The peaked roof sections could be wider to create a more balanced design, as <br />they are tall and skinny and widening them will help breakup the façade of the building. The
