RESOLUTION 2019-20 <br /> <br />APPROVING A SITE PLAN AND CONDITIONAL USE PERMITS FOR TPP, <br />LLC, C/O SUMMIT MANAGEMENT, LLC, FOR AN APARTMENT BUILDING <br />AND EXPANSION OF THE HUGO ESTATES MANUFACTURED HOME <br />COMMUNITY ON THE PROPERTY LOCATED EAST OF HIGHWAY 61 AND <br />SOUTH OF 152ND STREET NORTH <br /> <br />WHEREAS, TPP, LLC, c/o Summit Management, LLC, has requested approval of a site <br />plan and conditional use permit for an apartment building and expansion of the Hugo <br />Estates manufactured home community on the property legally described as; <br /> <br />See attached <br /> <br />WHEREAS, the Planning Commission has reviewed said site plan and conditional use <br />permits at a duly called a public hearing on October 27, 2022, and recommends approval <br />subject to the conditions listed in this resolution. <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site <br />plan and conditional use permit for TPP, LLC, c/o Summit Management, LLC with the <br />following findings and conditions: <br /> <br />1. Approval is contingent upon City Council approval of a comprehensive plan <br />amendment, rezoning, variance, and minor subdivision. <br /> <br />2. All items on the Engineer’s memo and “red-line” detailed engineering comments that <br />have been sent directly to the developer’s engineer dated October 20, 2022 shall be <br />met. <br /> <br />3. All items in the MnDOT comment letter dated October 19, 2022, or other <br />improvements approved by MnDOT. The developer will be responsible for the full <br />costs for all infrastructure improvements required. <br /> <br />4. The development shall be consistent with the plans submitted on August 5, 2022 and <br />as amended by this resolution. <br /> <br />5. Prior to the installation of any signs, the developer shall obtain a sign permit. <br /> <br />6. The developer is responsible for obtaining all local, State, and Federal permits. <br /> <br />Prior to subdivision and the issuance of a building permits: <br /> <br />7. Park dedication fee of $238,000 ($3,400) per unit shall be paid. <br /> <br />8. All SAC and WAC (connection and trunk) fees per the fee schedule shall be paid. <br /> <br />9. Stormwater trunk fee per the fee schedule shall be paid.
