ECONOMIC DEVELOPMENT AUTHORITY (EDA) UPDATE: <br /> The EDA reviewed the sketch plan at their October 18, 2022, meeting. It was understood by the <br /> EDA that the only development the applicant wanted to complete on the site was the apartment <br /> project. The EDA did not like the idea of changing the land use to allow the apartment in the <br /> location proposed. The stated that it is proposed to be a key intersection in the City and highly <br /> visible and best fit commercial uses. They encouraged the applicant to find a better place on the <br /> property, behind the commercial areas for an apartment use. <br /> 2. DESCRIPTION OF REQUEST: <br /> The properties are generally located in the area south of Frenchman Road/CSAH 8 and west of <br /> TH 61. The property owner, Marvin LaValle, as signed a contact with the applicant, Peter <br /> Stalland(Oneka Commons, LLC), to develop the properties. The proposed sketch plan includes <br /> 8 parcels totaling approximately 92 acres. The parcels are currently vacant and vary in elevation <br /> with several constraints including wetlands, floodplain/floodway, ditches, and the Met Council <br /> sewer interceptor. <br /> The applicant is requesting review and comments on a sketch plan for development of the <br /> properties with residential and commercial uses.
