Xcel Energy – Site Plan, CUP Amendment, Variance, Easement Vacation <br />8 <br />The 2040 Comprehensive Plan identifies this property for Business Park (BP) use. The <br />character of the surrounding area is industrial in nature. There are buffers of mature <br />woodland and proposed landscaping that create separation between the site and nearby <br />residential properties. It is in staff’s opinion that the proposed use will not alter the <br />character of the surrounding area. <br />Staff is of the opinion that the request meets all of the requirements to approve a conditional <br />use permit amendment. <br />6.EASEMENT VACATION <br />The city maintains a drainage and utility easement for the delineated 0.39 acres of wetlands <br />on site. The applicant is proposing to impact the wetlands for the construction of the new <br />building, training facilities, and stormwater management infrastructure. Pending the <br />approval of wetland replacement plan by the TEP, the wetlands will be filled and the City’s <br />need for a drainage and utility easement will be eliminated.
