Staff will review these potential monument signs prior to the <br />issuance of a sign permit. <br /> <br />Drainage / Grading <br /> <br />The applicant is proposing stormwater management through two infiltration basins, one <br />located near the west property line and one located between the proposed building and <br />substation. The stormwater ponds are proposed to be constructed in existing low-lying <br />wetland areas, minimizing the need for additional grading. The proposed impervious <br />surface is not shown to drain to the infiltration basins, and the applicant will need to provide <br />treatment plans prior to future permitting. However, the applicant’s stormwater <br />management plan generally meets the City’s water quality and rate control standards. Staff <br />will continue to work with the applicant on addressing the technical comments related to <br />their stormwater management plan prior to the issuance of a stormwater permit. <br /> <br />Utilities <br /> <br />The applicant plans to connect to city sewer and water stubs which are available for the <br />northerly portion of the property. <br /> <br />Wetlands <br /> <br />The applicant is proposing to impact 0.39 acres of wetland, mitigated by the purchase of <br />wetland credits. A wetland replacement plan application was received by the City on <br />September 27, 2022, and is under review by the Technical Evaluation Panel (TEP). <br />Indications from the TEP state that the proposal would meet the requirements for impact. <br /> <br />Park Dedication <br /> <br />Park dedication is not required for the proposed use. <br /> <br />It is in staff’s opinion that the applicant has met all the necessary requirements to approve <br />their site plan. <br /> <br />5. CONDITIONAL USE PERMIT AMENDMENT <br /> <br />The applicant is proposing to expand outdoor storage with construction of new training <br />transmission lines and a training substation. Since the area is expanding beyond the portion <br />of the property covered by the original conditional use permit and subsequent amendments, <br />a conditional use permit amendment is required. <br /> <br />The spirit and intent of the ordinance is to allow exterior storage larger than the principal <br />building, provided that it is adequately screened from view of adjacent properties. The <br />applicant is proposing to screen the outdoor facilities by way of existing mature wooded <br />area, fencing, and the proposed approximately 35,000 square foot building on site. Staff is <br />comfortable with the proposed location of the transmission lines and substation, and is of <br />the opinion that they will be adequately screened. <br />
