Hugo Training Center (HTC) Site Narrative <br /> <br />Mechanical Equipment Screening: <br />Mechanical equipment for the proposed building will either be located on the ground or internal of the <br />building. As the mechanical equipment layout progresses, a screening design will be designed to meet <br />Section 90-272 Code Requirements. Plans will be updated to show more detail for the mechanical <br />equipment and associated screening for City review and approval prior to issuance of building permits. <br />Street and Access: <br />The property currently has two access points from Fenway Boulevard. The project proposing one <br />addition access point just north of the In-Processing Building and widening of the existing curb cut near <br />the existing building. The north access is being proposed to be 24 feet wide and the existing access is <br />being proposed to be 33 feet wide. Spacing for all proposed and modify access points exceed 150 feet. <br />These access points meet the requirements of Section 90-222. <br />Parking: <br />Parking Required=186 Stalls. <br />Proposed Parking Provided=329 Stalls. <br />The proposal exceeds the required parking outlined in Section 90-253. Xcel is proposing to exceed the <br />requirement number of parking stalls to meet the demand of anticipated Staff training events. <br />Trails: <br />There is a City trail along Fenway Boulevard North. Xcel is not proposing additional trails with this <br />development. <br />Building Architecture: <br />Floor plans, elevations, and building renderings have been provided. <br />Drainage/Grading: <br />Treatment for stormwater runoff is being provided for both of the Transmission Line/Substation and In- <br />Processing Building projects as part of this application. Supporting plans and hydrology calculations have <br />been provided to confirm these basins meet the City of Hugo Stormwater Requirements and Policies. <br />The property currently has two access points from Fenway Boulevard. <br />Currently the site drains to the existing wetland or to the parcel just west of the Xcel property. Proposed <br />drainage patterns will be similar to the existing drainage patterns and include two separate infiltrations <br />basin which will ultimately overtop to the property to the west. <br />Utilities: <br />The proposed building will be served by existing sanitary and watermain service stubs adjacent to the <br />property. <br />Wetlands: <br />Wetlands existing on the westerly side of the parcel and interior of the site near the proposed building. <br />Xcel proposes to fill and mitigate the wetland in the interior of the site to allow for the required
