Hugo Training Center (HTC) Site Narrative <br /> <br />improvements to the parcel. The proposed wetland to be filled is approximately 0.39 Acres in size and <br />will be mitigated per City requirements using purchased Wetland Credits. A completed City Wetland <br />Services Form has been included in this submittal. <br />Conditional Use Permit (CUP) Amendment <br />Xcel is requesting an amendment to the existing Conditional Use Permit to expand an outdoor electric <br />training area. The proposed project meets the findings required for approval as follows: <br />The proposed use is permissible by law. <br />Exterior storage is an allowed conditional use as long as it is adequately screened. Based on the <br />placement of the training area, location of the proposed In-Processing Building, existing vegetation, and <br />proposed landscaping we believe the proposed plan is permissible. <br />The proposed use is in keeping with the spirit and intent. <br />The intent of the ordinance is to allow for exterior storage larger than the principal structure as long as it <br />is adequately screened. Based on the placement of the training area, location of the proposed In- <br />Processing Building, existing vegetation, and proposed landscaping we believe the proposed plan is in <br />keeping with the intent of the code. <br />The proposed use is compatible with the city’s comprehensive plan, and the character of the <br />surrounding area. <br />The comprehensive plan identifies this parcel as Business Park (BP). The character and the zoning of this <br />area is largely industrial with additional BP Zoned Parcels. There are residential properties to the north <br />and south of the proposed project but there are significant buffers of woodland, existing commercial <br />buildings, and proposed landscaping to screen the Training Area from the residential properties. We <br />believe the proposed project is compatible with existing uses of this parcel and with the character of the <br />area. <br />The proposed use has adequate drainage, water supply, electrical, gas, and sewage treatment <br />facilities. <br />The site has proposed utilities stubbed into the area to adequate serve the proposed building. <br />Drainage and stormwater management are being provided to allow for positive drainage away from the <br />proposed building and training areas to meet City requirements. <br />The proposed use has adequate road access, and does not reduce the safety or capacity of the public <br />road system. <br />The proposed project is providing access point’s accordance to City requirements to Fenway that will <br />allow for safe pedestrian and vehicular movements into and out of the Xcel site. <br />The technical evaluation of the floodplain, if required, accurately represents the conditions and <br />boundaries of the floodplain area, as well as correctly represents the proposed use’s impact on the <br />floodplain. <br />The project doesn’t propose to impact any existing floodplain areas.
