Hugo Training Center (HTC) Site Narrative <br /> <br />The proposed use may not create a danger that materials may be swept onto other lands, or <br />downstream to the injury of others, or block bridges, culverts, or other hydraulics. <br />Temporary erosion control measures will be installed as part of construction in accordance to the <br />approved Storm Water Pollution Prevention Plan (SWPPP). In addition to the temporary erosion control <br />measure permanent stormwater management practices are being installed to quality and quantity to <br />the runoff leaving the site. <br />The proposed use will not damage or reduce the benefits the public receives from the public waters. <br />Temporary erosion control measures will be installed as part of construction in accordance to the <br />approved Storm Water Pollution Prevention Plan (SWPPP). In addition to the temporary erosion control <br />measure permanent stormwater management practices are being installed to quality and quantity to <br />the runoff leaving the site. <br />If located in the shoreland overlay district, all structures and facilities are screened from view from <br />public waters. <br />The project is not located in an existing shoreland overlay district. <br />If the permit is to approve a wetlands replacement plan, the plan is in conformance with the rules of <br />the state board of the soil and water resources for such plans. <br />Xcel is proposing filling an existing wetland onsite as part of this project. The project has been <br />delineated and the delineation has been approved by the LGU and the TEP Panel. An application <br />proposing this wetland fill and replacement using wetland credits has been submitted as part of this <br />review. We believe this process is in conformance with the rules of the state. <br />The applicant or operator shall obtain all necessary state and local permits for the conditional use. <br />We believe with the site plan review, conditional use amendment, variance request, easement vacation, <br />and wetland modification applications we meet these requirements. <br />The proposed use is adequately buffered and screened from noncompatible land uses and public <br />rights-of-way. <br />We believe with the placement of the training area, location of the proposed In-Processing Building, <br />existing vegetation, and proposed landscaping we believe the proposed plan is adequately buffered. <br />Variance Request <br />Xcel is requesting a variance to allow for a structures contain as part of the proposed training facility to <br />exceed the 50-foot maximum allowed in the BP Zoning District. The proposed project meets the findings <br />required for approval as follows: <br />The variance as requested is permissible by law. <br />The training center is a permissible use in the Business Park Zoning District. Additionally, the proposed <br />Transmission lines are similar in nature to existing operable utility poles located around the City of Hugo. <br />The proposed height of the towers are what the Xcel Team feels is required for their Staff to gain the <br />training they need for real world situations. We believe the proposed plan minimizes adverse visual <br />effects therefore is permissible by law.
