The developer is <br />proposing to dedicate Outlot C that is 23,861 square feet or .54 acres which would satisfy 21% of <br />the requirement. To satisfy the remaining requirement, 79% of the fee would be paid per unit. <br /> <br />Park <br />Dedication <br />Calculations <br /> Required <br />*Land OR Fee Proposed <br />Land 10% of the developable acres 2.48 acres .54 acres and <br />Fee $3,400 per unit $200,600 $158,474 <br /> <br />The developer is proposing to construct amenities on the future city park including a shelter, <br />playground, and sidewalk loop in exchange for PUD flexibility. The Parks Commission shall <br />review and approve the improvements/amenities prior to construction. The site plan also includes <br />trees as a buffer to adjacent homes. There is a wetland shown on the proposed park. Wetlands <br />are not given credit for park dedication. <br /> <br />Drainage and Utility Easements <br /> <br />There are a number of outlots included as part of the plat. All of the outlots are proposed to be <br />dedicated to the City. The outlots should include drainage and utility easements. <br /> <br />Utilities <br /> <br />The property will be served with water by a watermain extended within the Oneka Parkway. <br /> <br />A new trunk sanitary sewer lift station will be constructed in the northwest corner of the site to <br />serve the development. The lift station will also serve a significant area to the north and west. <br />The trunk lift station will be paid and constructed by the City of Hugo as part of the overall <br />municipal sanitary sewer system. <br /> <br />5. CONCLUSION: <br /> <br />Staff believes that the layout of the proposed Oneka Prairie PUD general plan exceeds the City’s <br />standards for residential developments. The developer has offered a more creative and efficient <br />approach to the existing constraints of the property through the site design layout. It is in staff’s <br />opinion that the applicant meets all the requirements necessary to approve the PUD and <br />preliminary plat. <br /> <br />6. RECOMMENDATION: <br /> <br />Staff recommends approval of the PUD and preliminary plat for the development to be known as <br />“Oneka Prairie”, subject to the conditions listed in the resolutions.
