RESOLUTION 2018-15 <br /> <br />APPROVING PRELIMINARY PLAT FOR THE SOUTHWIND HOLDINGS, LLC, <br />FOR “ONEKA PRAIRIE” ON PROPERTY LOCATED NORTH OF ONEKA <br />PARKWAY AND NORTH OF EMPRESS AVENUE NORTH <br /> <br />WHEREAS, Southwind Holdings, LLC, has requested approval of a preliminary plat to <br />allow construction of 59 single family lots and 7 outlots on 24.83 acre property legally <br />described as follows: <br /> <br />(See Attached) <br /> <br />WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly called <br />Public Hearing and recommends approval, and; <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br />request by Southwind Holdings, LLC, for a preliminary plat, subject to the following <br />conditions: <br /> <br />1. A preliminary plat is approved to allow the creation of 59 single family home lots and <br />7 outlots, in accordance with the application and plans received by the City on August <br />9, 2022, August 19, 2022, August 23, 2022, September 16, 2022, November 30, <br />2022, except as amended by this resolution. <br /> <br />2. Approval is contingent upon City Council approval of a rezoning to PUD for the <br />24.83 acre site. <br /> <br />3. The developer shall comply with Resolution 2022-_____ for the PUD. <br /> <br />4. Oneka Parkway shall be constructed to the north property line and all the way to the <br />lift station. <br /> <br />5. Park Dedication is to be satisfied with land dedication of Outlot C and park <br />dedication fee of $2,686 per unit. The plans show construction of amenities in the <br />park including a shelter, playground, and sidewalk loop in exchange for PUD <br />flexibility. The Parks Commission shall review and approve the <br />improvements/amenities prior to construction. <br /> <br />6. The preliminary plat plans dated November 21, 2022, and November 23, 2022, shall <br />be revised to include the following revisions, to be reviewed and approved by staff: <br />a. The wetlands shall be updated on each plan set to be consistent, including <br />existing wetlands and proposed impacts. <br />b. Outlot G shall be dedicated as right-of-way. <br />c. The drainage and utility easements shall be dedicated for wetlands on lots. <br /> <br />
