In particular, we have reviewed the <br />following plans related to this particular request: <br /> <br />• Concept Sketch Plan submitted by Knut Development for a multi-family residential site <br />southwest of Frenchman Road at 145th Street prepared by G-Cubed, Inc. and dated <br />11/08/22. <br /> <br />Based on the review of these documents, we offer the following comments related to this concept <br />plan: <br /> <br />Grading, Phasing, Street, and Utility Plans <br /> <br />1. Both MCES and City of Hugo has sanitary sewer adjacent to the site. Project phasing will <br />help determine the best means to service the site. The City of Hugo can provide the <br />applicant with the utility base map and appropriate as-builts for all adjacent sanitary sewer <br />and watermain. <br /> <br />2. There are multiple watermain stubs provided to the property. These are located at Victor <br />Path, Oneka Parkway, Fenway Avenue, and along Frenchman Road. 12” watermain will be <br />required to be extended from the end of the existing 12” watermain within Victor Path, east to <br />the existing 12” stubs located within Oneka Parkway, and continue east, making connection <br />to the existing 12” watermain stub located within Fenway Avenue and sub along the south <br />side of Frenchman Road. <br /> <br />3. The overall roadway configuration is consistent with the comprehensive plan and vision for <br />this area. <br /> <br />4. Groundwater Separation: 4-feet of separation is required from the bottom of structures to <br />groundwater elevation. Soil borings or piezometer readings will be required to determine <br />groundwater elevations. <br /> <br />5. Lowest openings of structures must be 3-feet above the Atlas 14 100-year HWL for all <br />waterbodies and BMP’s and 1-foot above any EOF.
