Erosion Control will be required to meet requirements for the NPDES stormwater permit and <br />SWPPP requirements. <br /> <br />Stormwater Management <br /> <br />7. Volume Control: Stormwater BMPs must be provided to meet a volume of 1.1 inches from <br />new and reconstructed impervious surfaces. Infiltration BMPs and water reuse will receive full <br />credit. Other BMPs such as filtration must incorporate a TP removal factor found in Table C1 <br />of Rule C of the RCWD rules. Water reuse is the preferred BMP for residential developments. <br /> <br />8. Water quality requirement will be considered met if volume control is met. At a minimum, 85% <br />of the impervious onsite is required to be treated. <br /> <br />9. Rate Control: Proposed discharge rates must be less than existing rates for the 2, and 10- <br />year Atlas 14 rainfall event. Proposed 100-year Atlas 14 discharge rates be reduced to 0.1 <br />cfs/acre for the site. <br /> <br />10. Two filtration basin locations were shown on the concept plan however overall sizing of the <br />stormwater management needs has yet to be reviewed. Once appropriate submittals are <br />provided as part of the preliminary plat process, staff will review for compliance with <br />requirements. <br /> <br />11. Conditions for stormwater reuse for the site is ideal and should be incorporated into the <br />project if feasible to meet volume reduction requirements. Stormwater reuse can be used to <br />aid in meeting stormwater management requirements for the site. <br /> <br />12. An update on the proposed CLOMR/LOMR in the area should be provided as information on <br />the LOMR has not been reviewed since June 2022. Approval from the MnDNR/FEMA of any <br />modifications to the floodway/floodplain will be required. Typically, no habitable structures are <br />allowed to develop in the floodway. <br /> <br />13. RCWD rules prohibit fill within the floodway. City Ordinance states no structure will be <br />allowed in the floodway that will increase the base flood elevation or cause an increase in <br />flood damages in adjacent reaches. <br /> <br />14. Fill within the floodplain requires compensatory storage per RCWD Rule E. <br /> <br />15. Proposed modifications to the public drainage system (Judicial Ditch 3) will require additional <br />permitting with RCWD. A RCWD Rule I permit will be required for any proposed crossings of <br />Judicial Ditch 3, and a RCWD Rule G permit will be required for any proposed crossings on <br />regional conveyance systems (excluding public drainage systems). Rule G and Rule I permits <br />are administered through RCWD rather than the City. <br /> <br />Wetland <br /> <br />16. Approved wetland boundaries are shown correctly on the sketch plan. <br /> <br />17. The plan does show direct (fill) impacts to a portion of the wetlands, so this would require a <br />replacement plan and most likely qualify for sequencing flexibility. However, these are sloped <br />wetlands, so the developer would need to think about how to provide hydrology (from <br />stormwater) so as not to result in drainage which would be an impact. <br />
