Following your <br />formatted request: <br /> <br />Specific Vision for the overall plan: <br />In concert with prior planning and studies by the City of Hugo, provide a development which <br />provides commercial and residential development opportunities. The anchor project being a <br />multistory apartment building with understory parking in the area depicted for mix use <br />applications. Commercial uses are anticipated to include a gas station/convenience store, <br />restaurants and retail commercial. Buildings would be a combination of stand-alone structures <br />and multi-tenant buildings. <br /> <br />Proposed Land Use Changes and Proposed Uses: <br />The plan as depicted closely matches the City’s 2040 Comp Plan. The current zoning does not <br />match the Comp Plan so rezoning applications will need to be processed. These can be applied <br />for as the project proceeds and internal street alignments are confirmed to be acceptable by the <br />different departments which review the plans. For instance, all land east of the main access off <br />Frenchman Road would meet the mixed use and land west of the access would meet the <br />commercial use as defined by the City Zoning and Comp Plan. <br /> <br />Phasing Plan: <br />Phase one would include the main access off Frenchman Road and the streets, whether public or <br />private, to access the apartment building and parking lot. The entire mixed use area east of the <br />roundabout would likely be graded but not fully surfaced until commercial buildings in the <br />mixed use are realized. The area of the gas station/convenience store would also be graded as <br />that project would likely be one of the first commercial sites developed. <br /> <br />Infrastructure - Sanitary sewer, watermain connections and storm sewer piping would be <br />designed to serve the apartment building as well as the entire commercial depicted in the mixed <br />use area and the gas station. Depending on interest in the commercial lots, that infrastructure <br />may be deferred to a later installation date provided the surfacing required for the streets/parking <br />would not be disturbed. <br />Roads - The access off Frenchman Road would be constructed towards the round-about and to <br />the apartment building.
